Overall Job Responsibility

This role seeks to review and enhance the continuum of services to better support adult persons with disabilities and their caregivers.

One key project will be to develop and implement a new Proof-Of-Concept (POC) with social service agencies running day activity centres and sheltered workshops.

This is a key recommendation under the EMP2030 Community Living Taskforce where Living and Vocational Training Centre (LVTC) aims to enhance the continuum of services to better equip persons with disabilities with vocational and independent living skills. Today, persons with disabilities with care needs enroll in a Sheltered Workshop (SW), Day Activity Centre (DAC) or the Home-based Intervention Service (HBIS) pilot. Transitions across services are limited, even as persons with disabilities needs change over time. The POC also aims to support persons with higher support needs through home-based intervention services.

Duties and Responsibilities

  • Oversee Programme Evaluation for the POC (and post-18 pilots where relevant)
    • Develop interventions in a cost-effective manner;
    • Guide and facilitate improvements to programme design, which will be based on theory of change/logic models with evaluation and/or research partner;
    • Develop suitable output and outcome indicators to track and measure desired outcomes, factoring underlying assumptions and risks;
    • Develop data collection and evaluation plan;
    • Propose and put in place good evaluation practices;
    • Review data analysis and pivot with the SSAs as needed;
    • Review KPIs and resourcing with MSF as needed.
  • Oversee the Project Management for the POC
    • Provide project management to the POC by working closely with pilot operators, MSF and other stakeholders;
    • Identify challenges and gaps faced by the LVTC pilot operators and to co-create solutions with relevant stakeholders;
    • Provide oversight on the development of training curriculum for LVTC and ensure that the content is contextualized to the needs of the target clientele;
    • Engage and develop partnerships with relevant stakeholders (e.g. Enabling Academy, SSI or other disability training providers) to support the development of training curriculum by SSAs;
    • Provide secretariat support and coordination for the Workgroup;
    • Reporting to MSF/SGE Management.
  • Any Other Duties As Required.

Qualifications, Knowledge And Experience

  • Minimum 8 years of relevant experience in planning, service or programme development.
  • Preferably with experience in programme evaluation and/or data analysis.
  • Good degree in relevant disciplines.
  • Possess good analytical and problem solving skills.
  • Strong team player.
  • Self-driven, resourceful and able to multi-task.
  • Strong project management skills.
