Job summary

GS Engineering & Construction Corp Singapore is seeking a Senior WSHO / ECO / ECMO to lead health, safety and environmental programs across project sites in Resorts World Sentosa. The role focuses on policy development, site audits, training, and immediate corrective actions to ensure compliance with MOM regulations.

Candidates should hold a Diploma or Degree in OHS or related field, with 8+ years in construction, MOM WSHO registration and multiple Safety/Environmental certificates.

Qualifications

• MOM WSHO registration and strong regulatory knowledge.
• Ability to develop, implement and audit safety programs.
• Excellent communication and documentation skills.

Responsibilities

• Formulate and implement safety policies and procedures across sites.
• Communicate health and safety policy to all staff.
• Assist and enforce site safety plans and audits.
• Conduct HSE training for site personnel.
• Maintain safety statistics and records.
• Liaise with Government Agencies on safety compliance and permits.
• Investigate accidents and recommend corrective measures.
• Inform management on site health and safety status.
• Support Senior Project/Project Manager on safety matters.
• Ensure OHS management programs are effectively applied.
• Promote safety awareness among staff, workers, contractors and suppliers.

Job description

Job Responsibilities :

Senior WSHO

• Formulate and develop Company’s safety policy and procedures
• Communicate Company's health and safety policy, objectives and procedures to all staff
• Assist and enforce sites to implement site health and safety plans
• Perform health and safety audits on sites
• Conduct periodic health and safety training for site personnel
• Maintain Company's health and safety statistics and records
• Liaise with Government Agencies on health and safety issues, apply factory permits and other safety statutory requirements for compliance by sites
• Investigate all accidents which occur and recommend appropriate health & safety measures to prevent their occurrence
• Inform Management of current site health & safety environment on all project sites
• Assist Senior Project Manager / Project Manager on all site safety matters
• Ensure the OHS management programme are effectively implemented and maintained
• Promote awareness among staff, workers, contractors, suppliers and etc
• Conduct and plan safety training awareness programme

Senior ECO / ECMO

• Identify and communicate all relevant environmental requirements including legal requirements to all project staff
• Ensure all such requirements are included in the Environmental Control Programme for the project
• Ensure proper implementation of the Environmental Control Programme with periodic monitoring and measurements are conducted
• Ensure all monitoring and measurement records related to the Environmental Control Programme are properly maintained
• Conduct Environmental, Health and Safety Audits as per requirements
• Ensure that all ordinances or orders bearing on occupational safety and health and environmental are complied with local laws
• Perform ECO duties as assigned
• Implement effective Earth Control Measures plan including erosion control and sediment control according to Qualified Erosion Control Professional design
• Supervise the Earth Control Measures plan to be implemented accordingly
• Devise Earth Control Measures plan operations
• Responsible for maintenance and inspection programme on site
• Assist Qualified Erosion Control Professional to monitor the effectiveness throughout various stages of construction
• Obtain the Clearance Certificate to commence works from Public Utilities Board by submitting the Earth Control Measures Plan, designed and endorsed by the Qualified Erosion Control Professional
• Install the Earth Control Measures on site according to the ECM Plan
• Any other duties as assigned

Job Requirements :

Senior WSHO / ECO / ECMO

• Diploma / Degree in Occupational Health and Safety, Engineering or a related field
• Minimum 8 years relevant working experience in construction industry
• Possess a valid registration with MOM as Workplace Safety and Health Officer (WSHO)
• Independent with good communication skills
• Familiar with Government Regulations relating to Occupational Safety, Health and Environmental
• Certificate - Advanced Workplace Safety and Health level B
• Certificate - WSQ Specialist Diploma in Workplace Safety & Health level C
• Good communication skills, oral and written
• Ability to work independently and meticulously with high level of motivation
• Certificate - Environmental Control Officer for Specified Construction Sites
• Certificate - Earth Control Measure Officer
• Certificate - WSQ Manage Work At Height
• Certificate - WSQ Manage Workplace Safety and Health in Construction Sites
• Familiar with ISO 45001 and ISO 14001 is an added advantage
