Job summary

HTX is Singapore's Science and Technology agency responsible for transformative enterprise ICT infrastructure, communications and cybersecurity solutions. This role focuses on end-to-end design of Wireless and Fixed Access, ensuring security and alignment with operational needs.

The ideal candidate will lead in architecture planning, tender processes, and project management, coordinating with HTX teams and external agencies to deliver compliant, timely solutions.

Qualifications

• Tertiary qualification in Electrical/Electronics Engineering, Computer Science or related Engineering.
• 5+ years in relevant technology domains for senior positions.
• 3+ years in wireless systems (5G NR, 4G LTE, TETRA) for Engineer/Lead; 8+ years for Principal Engineer.
• Strong knowledge of 3GPP and ETSI standards.
• RF, coverage planning, EMI/EMC knowledge.
• RAN virtualization and Mobility knowledge is an advantage.
• Knowledge of 5G Network Slicing.
• Strong planning and project management; PMP would be an advantage.
• Excellent interpersonal and communication skills.

Responsibilities

• End-to-end design (including security) of Wireless and Fixed Access to meet operational needs.
• Gather user requirements, conduct market surveys, write tender specs, evaluate tenders and implement.
• Plan near- and long-term network architecture evolution and capacity needs.
• Assist Head to obtain approval of requirement papers for communications projects.
• Lead planning and project management of Wireless and Fixed Access infrastructure.
• Lead tender evaluation from technical and commercial standpoints and manage implementation.
• Ensure system availability and incorporate life cycle costing and spares optimisation.
• Identify critical design parameters affecting performance.
• Prepare technical documents, test plans and test reports.
• Participate in acceptance tests (UAT, FAT, OSAT, SSAT) and ensure deliverables meet specs.
• Take charge of System Configuration Management and proper versioning.
• Ensure timely delivery within schedule and budget; escalate issues as needed.
• Provide updates to HTX management on milestones, issues and expenditure.
• Ensure projects meet identified operational needs within cost, duration and quality.
• Identify risks and mitigation measures; engage stakeholders to deliver the system.
• Ensure proper integration of hardware and software per contractual requirements.
• Collaborate with external agencies and Home Team Departments.
