Role Overview

We are seeking a Senior Technical Consultant to support and deliver technical studies in risk assessment, air quality modelling and environmental noise assessment across industrial, infrastructure and development projects.

The role will involve leading defined technical workstreams, developing and reviewing modelling inputs, undertaking specialist calculations and computer modelling, preparing technical reports, and supporting project managers in delivering high-quality client outputs.

This position is suitable for a technically strong consultant with relevant consulting or industry experience, sound analytical capability, and the ability to work independently while contributing effectively to multidisciplinary project teams.

Key Responsibilities
Risk Assessment and Modelling
  • Conduct qualitative and quantitative risk assessments for industrial, infrastructure and development projects.
  • Develop credible hazard scenarios, failure cases, modelling assumptions and consequence assessment inputs.
  • Undertake consequence modelling of hazardous events, including fires, explosions, toxic releases and other major accident scenarios.
  • Prepare and contribute to Quantitative Risk Assessments, hazard identification studies, process safety assessments and related technical deliverables.
  • Review process information, equipment data, chemical properties and operating parameters to confirm suitability for risk assessment purposes.
  • Apply recognised risk and consequence modelling software, with appropriate quality checks and technical interpretation of outputs.
  • Prepare and review risk contours, consequence plots, calculation summaries, technical justifications and mitigation recommendations.
  • Interpret applicable legislation, technical standards, regulatory guidance and good engineering practice requirements.
Air Quality Assessment and Modelling
  • Develop and review air emission inventories, including source characterisation, emission rates, stack parameters, operating conditions and pollutant profiles.
  • Undertake atmospheric dispersion modelling for industrial, infrastructure and development projects using appropriate modelling approaches and input datasets.
  • Process and evaluate meteorological, terrain, building, receptor and land-use data required for air quality assessments.
  • Assess stack height, building downwash, cumulative impacts and potential air quality impacts at sensitive receptors.
  • Compare predicted pollutant concentrations against applicable regulatory standards, project criteria and relevant guidelines.
  • Prepare and review air quality contour plots, modelling summaries, technical appendices and assessment conclusions.
  • Support the design, review and interpretation of ambient air quality monitoring programmes, where required.
Environmental Noise Assessment and Modelling
  • Conduct environmental noise assessments for industrial facilities, infrastructure and development projects.
  • Develop and review source sound power levels, equipment information, operating scenarios, propagation assumptions and receptor datasets.
  • Build, maintain and quality-check environmental noise models, including assessment of site boundary and sensitive receptor noise levels.
  • Assess cumulative noise impacts and identify practicable noise mitigation or design control measures.
  • Plan and support environmental noise monitoring activities, including field measurements, data processing, validation and interpretation.
  • Compare measured and predicted noise levels against regulatory limits, project criteria and relevant technical guidance.
  • Prepare and review noise contour plots, assessment tables, technical notes and report sections.
Project Delivery and General Responsibilities
  • Prepare high-quality technical reports, proposals, presentations and client deliverables with clear assumptions, limitations and defensible conclusions.
  • Support project managers in defining scope, methodology, inputs, programme, budget and quality requirements for technical studies.
  • Coordinate technical inputs from clients, internal teams and external stakeholders, and follow up on information gaps in a timely manner.
  • Maintain clear, traceable and auditable modelling files, calculations, data sources, assumptions and project records.
  • Undertake literature reviews, regulatory research, data verification and technical due diligence to support project delivery.
  • Participate in site visits, inspections, surveys, workshops and data collection activities, as required.
  • Communicate technical findings clearly to clients, regulators and internal project teams through written reports, presentations and discussions.
  • Contribute to technical quality assurance through self-checks, peer reviews and implementation of company procedures.
  • Mentor junior staff where appropriate and support knowledge sharing within the team.
Qualifications
Qualifications
  • Bachelor’s degree in Chemical Engineering, Environmental Engineering, Mechanical Engineering, Acoustics, Environmental Science or a closely related discipline.
  • A relevant master’s degree or professional qualification would be advantageous.
  • Typically 4–8 years of relevant consulting or industry experience in risk assessment, air quality modelling, environmental noise assessment, process safety or environmental permitting.
Technical Knowledge and Skills
  • Strong understanding of engineering fundamentals, environmental assessment principles, process safety concepts and technical modelling workflows.
  • Practical experience in one or more specialist areas: consequence modelling, QRA, air dispersion modelling or environmental noise modelling.
  • Ability to interpret engineering drawings, process flow diagrams, equipment data sheets, emissions data, monitoring data and technical specifications.
  • Strong numerical, analytical and problem-solving skills, with attention to technical accuracy and data quality.
  • Competence in Microsoft Excel, Word and PowerPoint, with the ability to present technical information clearly and professionally.
  • Experience with recognised modelling software for risk, air dispersion or environmental noise assessment would be advantageous.
  • Familiarity with GIS, data analysis tools, programming or automation methods would be an advantage.
  • Knowledge of applicable environmental, process safety, occupational health and safety, and regulatory requirements in Singapore or the wider APAC region would be advantageous.
