Join the Monetary Authority of Singapore (MAS) as a Senior System Manager. You will oversee crucial payment and securities settlement systems, leading projects using Agile methodologies and ensuring compliance with ICT governance policies. With a strong focus on system management and stakeholder engagement, you will drive improvements and innovation within the agency's digital services, paving the way for efficient government operations.
You will be part of the Central Banking & Devt Platforms (CBD) payment team responsible for managing the systems supporting the MAS Electronic Payment System (MEPS+) and domestic securities management systems in MAS, and the Special Singapore Government Securities system. These responsibilities involve supporting interbank payments in MEPS+ as well as MAS and government securities and trade settlements. You are expected to understand and support the linkages between these systems and other market infrastructures such as the Automated Clearing House (ACH).
As a Senior System Manager, you will be responsible to:
Lead the development, deployment, and maintenance of application systems, ensuring alignment with prescribed service levels and timely incident resolution
Evaluate and recommend Systems Development & Maintenance Methodologies for projects, analysing the impact of IT changes on business operations
Facilitate Agile ceremonies and translate user needs into actionable user stories, while improving processes and analysing project metrics
Manage the agency's application portfolio, recommending new applications, consolidations, and decommissioning as needed
Oversee application testing processes, including assessment of test scenarios, environments, and results, proposing improvements and changes as necessary
Develop tender specifications for Agile projects, evaluate proposals, and manage outsourced vendors to ensure compliance with Agile methodologies and ICT governance policies
Apply design thinking and service design principles to identify transformation opportunities and develop service experience prototypes
Establish reliable operations of the applications and digital service in the portfolio and conduct maintenance and technology lifecycle management on the applications and systems
Establish quality and mechanisms for systemic quality across all applications and systems to ensure compliance with ICT Governance policies and standards
Establish risk management for applications systems
Requirements :
At least 8 years' relevant experience in supporting and/or implementing payments and securities settlement systems with a minimum of 2 to 4 years of experience in Application support and operations, or project management in a tech end user environment
Proven experience in application management, including deployment, monitoring, incident management and maintenance of complex systems
Strong knowledge of Agile methodologies, tools, and delivery processes
Expertise in business analysis, with the ability to elicit requirements and develop compelling business cases for proposed solutions and translate into technical requirements, and vice versa
Proficiency in application testing assessment and management, including the ability to analyse test results and propose improvements
Experience in managing outsourced vendors and developing tender specifications for IT projects
Familiarity with ICT governance policies, standards, and best practices in government agencies
Knowledge of service design principles and the ability to apply design thinking methods to identify transformation opportunities
Strong problem-solving skills and the ability to analyse complex business problems, recommending digitalisation and process changes
Excellent communication and stakeholder management skills, with the ability to engage effectively with various internal and external stakeholders
Understanding of solution engineering principles, including the ability to design application architecture and evaluate hardware and software solutions
Experience in designing and implementing J2EE and/or .NET applications, SQL skills, and shell scripting
Strong understanding of Server-side, .Net and/or Java/microservices, web services, RESTful API, containers and Kubernetes
Experience with RHEL, JBOSS EAP, OpenShift, Openstack, CICD, Watermelon, Maven, Oracle Database, Microsoft SQL Server and fault-tolerant infrastructure concepts
Experience installing, configuring, and implementing new applications and system on AWS, preferably on Government on Commercial Cloud (“GCC”) will be an advantage
Strong understanding and experience handling file transfers - interfaces, interfaces resiliency, connectivity protocols e.g., Rest, SFTP, MQ
Experience with integration of Autosys, designing job scheduling, CI/CD, Datawarehouse, and DMS
Experience with setup, and integration of Observability platforms, monitoring, and alerts
[Experience and Technical Skillsets which would be an advantage]
Experience with the S.W.I.F.T messaging platform and interfaces
Certifications in relevant skills (e.g., Java, AWS solution architect, Kubernetes, etc.) will be an advantage
Experience in government digital projects will be an advantage
