Job summary

ITCAN PTE. LIMITED in Singapore is seeking experienced Full Stack Engineers to join product teams building impactful digital solutions for government agencies.

You will collaborate with Quality Engineers, UX designers, Product Owners to deliver useful software for public sector users and citizens. You will design and implement scalable architectures, engage in agile ceremonies, and contribute to code reviews, CI/CD, and secure, maintainable solutions.

Qualifications

• Degree or Diploma in Computer Science, Electronics Engineering, Information Technology or related disciplines.
• Strong software engineering and programming fundamentals.
• Experience in architecture, system design, and application integration to deliver scalable, secure, and maintainable solutions.
• Experience leading the technical delivery of software solutions from design to implementation.
• Experience in cloud-based development and modern engineering practices such as CI/CD, XP, and Agile.
• Hands-on with Go, .NET, TypeScript, Angular, ReactJS.
• Strong analytical, problem-solving, and troubleshooting skills with ability to communicate technical concepts.
• Effective collaboration in cross-functional teams and agile environments.

Job Description

We require Full Stack Engineers who will join product teams to focus on building impactful digital solutions for government agencies. The successful candidates will collaborate within cross-functional product squads alongside Quality Engineers, User Experience Designers, and Product Owners to create and enhance software products that deliver meaningful outcomes for public sector users and citizens.

Key Responsibilities

• Partner with government agencies to build and iterate on high-quality digital products that solve real user needs.
• Collaborate within cross-functional product teams comprising Full Stack Engineers, User Experience Designers, Product Managers and Product Owners to deliver user-centred solutions throughout the product management lifecycle.
• Work with Product Managers and Product Owners to understand business needs, refine product requirements, and translate them into scalable, user-centred technical solutions.
• Lead the architecture and system design for new features and external system integrations by analysing requirements and API/interface specifications, evaluating solution approaches and technical trade-offs, and producing scalable, secure, and maintainable solution designs to support product planning and delivery.
• Collaborate with Engineering Leads, Infrastructure teams, and other engineering teams to validate solution designs, resolve cross-system dependencies, technical risks, and achieve alignment on architectural decisions.
• Provide technical leadership throughout implementation by coordinating technical delivery, guiding solution implementation, resolving technical challenges, and driving the successful delivery of solutions in accordance with engineering standards.
• Develop clean, secure, maintainable, and well-tested code, conduct code reviews, and promote engineering best practices and knowledge sharing across the teams.
• Champion the adoption of modern technologies, engineering practices, and tools to improve product quality, delivery efficiency, system maintainability and user experience.
• Contribute actively to Agile way of working and Scrum ceremonies including Sprint Planning, Reviews and Retrospectives to ensure continuous product and team improvement.
• Provide operational support by monitoring application health, responding to production incidents, and implementing preventive improvements to enhance system reliability and resilience.

Qualifications

Essential Requirements

• Degree or Diploma in Computer Science, Electronics Engineering, Information Technology or related disciplines
• Strong software engineering and programming fundamentals
• Experience in architecture, system design, and application integration, to deliver scalable, secure, and maintainable solutions
• Experience leading the technical delivery of software solutions from solution design to implementation
• Experience in cloud-based application development and modern engineering practices, including Extreme Programming, Continuous Integration and Delivery
• Hands-on experience with modern technologies such as Go, .NET, TypeScript, Angular, and ReactJS
• Strong analytical, problem-solving, and troubleshooting skills, with the ability to communicate technical concepts effectively
• Effective collaboration and communication skills in cross-functional team environments
• Experience with SHIP-HATS, GitLab CI/CD pipelines is an advantage
• Experience working in Agile environments using Scrum and Kanban methodologies
• Have the desire to service the public through the use of technology

Preferred Qualifications Experience with AWS deployment, Terraform, Docker, or similar cloud infrastructure tools would be advantageous. Candidates with experience in the following SG Tech Stack Products would be particularly valued: APEX, Cloud File Transfer (CFT).
