Job summary

GovTech Singapore is seeking a Senior Software Engineer (Full-Stack) to design, build and maintain secure, reliable digital services for MOF and its Ministry Family agencies. You will deliver features end to end, from front-end interfaces to back-end services, APIs and integrations, working with Product, UX and vendors to translate requirements into practical solutions.

You will drive CI/CD, automated testing, DevSecOps and AI-assisted tooling with ownership and strong technical judgment,

Qualifications

• At least 5 years of hands-on software engineering experience in modern enterprise or digital product environments.
• Strong full-stack development experience with proficiency in a modern frontend framework and a backend language/framework.
• Experience with API design, system integration and data processing.
• Good understanding of databases, cloud platforms, security, reliability and performance.
• Experience with CI/CD, automated testing, DevSecOps and observability.

[What you will be working on]

The Ministry of Finance (MOF) is hiring a Senior Software Engineer (Full-Stack) to design, build and maintain secure, reliable digital services for MOF and its Ministry Family agencies. You will deliver features end to end, from front-end interfaces to back-end services, APIs and integrations. You will work closely with Product, UX, business stakeholders and vendors to turn requirements into practical solutions. You will also raise engineering quality through CI/CD, automated testing, DevSecOps and AI-assisted tools. We are looking for someone with at least 5 years of hands-on experience, strong full-stack skills, sound technical judgement and a high degree of ownership, who wants to build software with real impact on how public finance is managed.

As a Senior Software Engineer, you will design, build and maintain full-stack digital services across the Ministry of Finance (MOF) and its Ministry Family agencies, translating business and policy priorities into secure, reliable software that delivers meaningful and measurable organisational outcomes.

You will be expected to demonstrate a high degree of ownership, sound technical judgement and independence in navigating complex and ambiguous problems. This includes translating broad requirements into practical technical designs, breaking work into well-scoped deliverables, and working with Product, UX and fellow engineers to see them through to production.

You will typically contribute across multiple systems and features concurrently, proactively identify opportunities to improve engineering quality and delivery, and help strengthen the reliability, security and long-term maintainability of MOF's digital services.

Build Full-Stack Applications

• Design, develop and maintain web applications end to end, from responsive front-end interfaces to back-end services, APIs and databases.
• Develop and enhance integrations, APIs and supporting services that connect MOF systems with other agencies and the wider Government technology ecosystem.
• Build prototypes and proof-of-concepts to validate technical approaches and business requirements.
• Ensure solutions are secure, performant, maintainable and aligned with the product roadmap.

Work Across Product and Delivery Teams

• Collaborate closely with Product Managers, UX Designers, Engineering Managers and business stakeholders to translate requirements into practical technical solutions.
• Work with vendors and technology partners where needed, providing technical input and reviewing proposed solutions.
• Produce and maintain clear technical documentation, including solution designs, interface specifications, data models, test evidence and operational guides.
• Provide technical advice and recommendations to help stakeholders make informed decisions.
• Support the team in resolving complex technical and production issues during delivery and operations.

Raise Engineering Quality

• Contribute to CI/CD pipelines, automated testing, code reviews and observability to improve delivery speed and reliability.
• Apply DevSecOps practices to keep applications secure and compliant with Government standards.
• Mentor fellow engineers and share good practices across the team.

Use AI to Improve Engineering Work

• Apply AI-assisted engineering tools where appropriate to improve development, testing, documentation, migration and analysis.
• Explore practical ways to automate repetitive engineering work while maintaining appropriate security and quality controls.

[What we are looking for]

You Should Have

• At least 5 years of hands-on software engineering experience in modern enterprise or digital product environments.
• Strong full-stack development experience, with proficiency in at least one modern front-end framework (e.g. React, Angular or Vue) and one back-end language or framework (e.g. Java/Spring Boot, Node.js, Python or .NET).
• Strong experience with API design, system integration and data processing.
• Good understanding of software design, relational and NoSQL databases, cloud platforms, security, reliability and performance.
• Experience with modern engineering practices such as CI/CD, automated testing, DevSecOps and observability.
• Ability to independently deliver moderately complex technical scopes and contribute meaningfully to solution design and architecture discussions.
• Strong communication and collaboration skills, with the ability to work across Product, UX, business stakeholders and vendors.
• Ability to produce clear and practical technical documentation.

Experience That Would Be Valuable

The Following Would Be Advantageous

• Experience with AWS or Government technology platforms such as Government Commercial Cloud (GCC), SHIP-HATS or the Singapore Government Tech Stack.
• Experience with containerisation and orchestration (e.g. Docker, Kubernetes/EKS) and infrastructure as code (e.g. Terraform).
• Experience with data migration, ETL and complex enterprise integrations.
• Experience working with vendors or in vendor-led technology programmes.
• Experience in the finance or public sector domain.
• Experience using AI-assisted engineering tools to improve software delivery or productivity.

Please note that this will be a 2-year fixed term contract.
