Government Productivity Engineering

The Government Productivity Engineering (GPE) Division provides end-to-end solutions, including user-facing productivity tools and robust backend infrastructure, to support operational needs. Our mission is to empower public officers to boost work productivity and enhance service delivery with digital tools, leveraging a trusted, secure, and resilient Whole-of-Government Infrastructure.

What you will be working on

The Senior Software Engineer is responsible for product development, system integration, and architecture design of applications used by public officers. The key product scope is QuickBuy, including integration of AI/LLM capabilities. This role encompasses the entire product development lifecycle and ensures alignment with product roadmaps to meet functional and non-functional requirements such as resiliency, security, performance, maintainability, and supportability.

What you will be working on:

QuickBuy Product

• QuickBuy acts as middleware between E-Commerce platforms and Government’s Finance/HR systems.
• It is a mini-app in WorkPal for officers to perform Small Value Purchases (SVP), with charges directed to respective agencies.
• QuickBuy also provides an Admin Portal for Procurement and Finance staff to perform transaction checks.

Application Development

• Lead product development, system integration, and architecture design for applications used by public officers, collaborating with product managers.
• Manage application development teams, ensuring alignment with product roadmaps and requirements.
• Translate business requirements into technical roadmaps, including prototypes and proof-of-concept development.

Application Technical Support and Operations

• Provide operational and technical support for applications.
• Ensure product availability, resilience, and security, including incident management and support.

Technical Leadership and Stakeholder Management

• Serve as the technical lead for in-house software development teams, reviewing deliverables, coaching, and managing team performance.
• Promote good software engineering practices, focusing on DevSecOps and Cloud Computing.
• Drive adoption of SG TechStack and develop Standard Operating Procedures (SOPs).
• Partner with stakeholders to prioritize and manage roadmaps for incremental and efficient product delivery.

What we are looking for

• Deep familiarity with applications used by public officers
• Knowledge of Govt ICT & SS Management (IM8) policies and SG TechStack
• Extensive experience in application architecture, system integration, and data architecture
• Proven leadership in managing development teams
• Strong knowledge of DevSecOps and Cloud Computing practices
• Proficiency in NodeJS, React, JavaScript, .NET Framework, and Azure preferred
• Excellent communication and presentation skills, with the ability to translate technical concepts for non-technical stakeholders
• Hands-on experience in designing and implementing prototypes for proof of concepts
• Ability to collaborate across multiple priorities and with other products serving public officers
