Job summary

A-STAR TESTING & INSPECTION (S) PTE. LTD. in Singapore is seeking an experienced Mechanical and Electrical Engineering professional to lead the Supervision team on major building services projects.

You will coordinate with clients, QP, and project consultants, plan rosters, ensure safety compliance, and oversee testing, commissioning and quality control across temporary and permanent works.

Qualifications

• Minimum 10 years of relevant experience in mechanical and electrical building services in building construction industry, including 8+ years on large projects.
• Degree in Mechanical or Electrical Engineering recognized by the Professional Engineers Board of Singapore; IES Registered Resident Engineer preferred.
• Experience leading supervision teams, planning rosters, and ensuring welfare and compliance with Acts and Regulations.
• Proficient in contract administration with Public Service Sector Conditions of Contract (PSSCOC).
• Strong leadership, organizational, and interpersonal skills; safety-focused on site.
• Licensed Electrical Worker and Licensed Plumber preferred.

Responsibilities

• Manage the Supervision team to monitor, supervise and inspect works as directed by CLIENT, QP and project consultants.
• Plan roster shifts based on contractor schedules and ensure welfare of personnel.
• Resolve design/technical issues with QP(D) / QP(S) for temporary and permanent works.
• Coordinate multi-disciplinary integration and interface issues across trades.

Job description

Key Requirements:

• a. Minimum 10 years of relevant experience in mechanical and electrical building services inbuilding construction industry, of which at least 8 years on projects similarin size and complexity; in particular major construction works inbuildings or utilities services laying and testing and commissioning.
• b. Possess a Mechanical and Electrical Engineering degree recognized by the Professional Engineers Board of Singapore and preferably beaccredited as a Registered Resident Engineer with the Institution of Engineers, Singapore (IES).
• c. Manage the Supervision team to monitor, supervise and inspect works as directed by CLIENT, QP and/or theproject consultants, including planning the roster shift duties based on thework schedules of the contractors and ensurethe welfare of the personnel reporting to him is well taken care of. The shift roster shallcomply with allrelevant Acts andRegulations.
• d. Work with the QP(D) / QP(S) to resolve all design and technical issues arising from the construction of Temporary Works and PermanentWorks.
• e. Proficient in contract administration with Public Service Sector Conditions of Contract (PSSCOC).
• f. Past project experience in leading supervision teams in projects of similar nature. He/she must demonstrate proven commitment to safety andhealth on site, possess excellent leadership qualities, organizational and inter-personal skills.
• g. Manage the Supervision team to monitor,supervise and inspectworks as directedby CLIENT, QP(MEP) and/or the project consultants, including planning the roster shift duties based on the work schedulesof the contractors and ensurethe welfare of the personnel reporting to him arewell taken care of. The shift roster shall comply with all relevant Acts and Regulations.
• h. Conversant with statutory code andrequirements for site supervision, quality control procedures, construction administration and submission of progress report.
• i. Possess strong supervision and leadership skills.
• j. Licensed Electrical Worker and Licensed Plumber are preferred.
• k. Conversant with all procedures in the Workplace Safety C Health Manual. To make conscious effort to beconstantly updated on any subsequent revisions to the above-mentioned manuals, procedures and all applicable airport circulars.
• l. Knowledgeable in Aerodrome Manual, "Airside works Procedures Manual", Airport Operational and Safety (AOS) requirements" is preferred.
• m. Proficient in coordinating multi-disciplinaryintegration between trades and packages, able to lead and resolveintegration and interfacing issues
