Qualifications

• Bachelor's degree in Quantity Surveying or equivalent.
• Minimum 5 years of working experience in the construction industry.
• Experience in marine construction will be an added advantage.
• Strong analytical, interpersonal and communication skills with good leadership ability.
• Proficient in Microsoft Office, MS Project and AutoCAD.
• Good knowledge of tendering, contracts, cost control, claims and commercial management.
• Able to start work immediately.

Responsibilities

• Lead and participate in pre- and post-tender activities and tender documentation administration.
• Prepare quantity take-offs, Bills of Quantities (BQ), cost estimates, cost plans, budgets and tender submissions.
• Manage tendering and procurement activities, including sourcing quotations, tender evaluation, price negotiation and subcontractor/supplier recommendations.
• Prepare, review and administer subcontract agreements, purchase orders and other contract-related documentation.
• Monitor project budgets, forecasts, cash flow, costs and expenditures to ensure projects remain within approved financial targets.
• Identify cost variances, commercial risks and opportunities, and recommend appropriate corrective or mitigation measures.
• Prepare, submit and negotiate progress claims, payment applications, variation orders, extension of time claims and final accounts.
• Assess and certify subcontractor progress claims, variations and final accounts in accordance with contractual requirements.
• Administer contracts and ensure compliance with contractual obligations, project specifications and company procedures.
• Liaise with clients, consultants, project teams, subcontractors, suppliers and relevant authorities on commercial and contractual matters.
• Attend project meetings and provide commercial advice and recommendations to support project execution and decision-making.
• Monitor scope changes and assess their financial and contractual impact.
• Identify value engineering and cost-saving opportunities without compromising quality, safety or project requirements.
• Support project teams in resolving contractual disputes, claims and commercial issues.
• Supervise and provide technical guidance to Quantity Surveyors and junior team members.
• Assist Management in tender reviews, business development initiatives and commercial decision-making.
• Perform other ad-hoc duties as assigned.
