Job summary

A leading engineering consultancy in Singapore is seeking an experienced professional to manage project costing and procurement for water treatment projects. This role includes pre-contract and post-contract administration, tender evaluation, and stakeholder management. Candidates should have a relevant degree and around ten years of experience, with good communication skills and the ability to meet tight deadlines.

Qualifications

  • About ten years of relevant experience in project costing and procurement strategies.
  • Experience with used water/water treatment plant projects preferred.
  • Familiar with Public Sector Standard Conditions of Contract (PSSCOC) is a plus.

Job description
Overview

Pre-contract and post contract administration including the following:

  • Preliminaries design and detail design cost estimating and cost planning.
  • Preparation of tender documents (including measurements and Bills of Quantities).
  • Tender evaluation including preparation of tender evaluation report.
  • Assessment of payment claims and preparation of payment certificates for the monthly work done by Contractors, cost monitoring and preparation of final account.
  • Assessment of variation works and extension of time claims by the Contractors and make recommendations to the Client.
  • Possess comprehensive knowledge of construction, logistics, material management and the ability to provide cost and financial advice.
  • Relevant duties as and when assigned by reporting manager.
Requirements
  • Shall have relevant degree or certification, and about ten (10) years of relevant experience in project costing, procurement strategies and scheduling, preferably with experience in used water/water treatment plant projects or infrastructure projects.
  • Meticulous, independent, highly motivated, result-oriented and good team player.
  • Able to manage stakeholders (Client and Contractors).
  • Good written and oral communication skills.
  • Able to meet tight deadlines.
  • Experienced in Public Sector Standard Conditions of Contract (PSSCOC) preferred.
