Job summary

regtech insight pte. ltd. is seeking an experienced Systems Analyst to lead end‑to‑end analysis, design and delivery for government digital projects in Singapore.

You will collaborate with business units to translate needs into detailed specs and oversee integration with government platforms such as Singpass, Corppass, and GovTech services. The role requires hands-on development in Java, JavaScript, React and SQL, and a strong SDLC background across waterfall, agile or hybrid models.

Qualifications

• Five+ years in systems analysis or IT project delivery.
• Experience guiding full project lifecycles from requirements to deployment.
• Hands-on development with Java, JavaScript, React, SQL.
• Solid understanding of SDLC: waterfall, agile, or hybrid.
• Work with government digital services or Singapore’s whole-of-government IT frameworks is a plus.

Responsibilities

• Lead end-to-end analysis and design for new and existing systems.
• Translate operational needs into functional and technical specs.
• Oversee system integration with internal systems and government platforms like Singpass, Corppass, GovTech.
• Manage user acceptance testing to ensure requirements are met.
• Provide technical guidance and mentorship to project teams.
• Monitor performance, improve reliability, security, and scalability.
• Maintain BRDs, functional specs, design docs, and test plans.
• Coordinate with external vendors and SI partners to meet scope and budget.
• Stay current with new tech and apply relevant practices in government context.

Experience Required

• At least five years of relevant experience in systems analysis, IT project delivery, or a related field, preferably within a large enterprise or public sector environment
• Demonstrates experience in managing full project lifecycles, from requirements gathering to deployment and post‑implementation support, is essential
• Candidates should have good hands‑on experience in application development using technologies such as Java, JavaScript, React, SQL, and web and object‑oriented programming frameworks
• A good understanding of SDLC methodologies, whether waterfall, agile, or hybrid, is expected
• Prior experience working with government digital services or familiarity with Singapore's whole-of-government IT frameworks will be an advantage.

Responsibilities

• Lead end‑to‑end systems analysis and design activities, including requirements gathering, process modelling, and solution architecture for new and existing systems.
• Collaborate with business units to understand operational needs and translate them into clear, detailed functional and technical specifications.
• Oversee system integration efforts, ensuring seamless interoperability between internal systems and external government platforms such as Singpass, Corppass, and GovTech services.
• Manage and coordinate user acceptance testing (UAT), ensuring that delivered solutions meet business requirements and quality standards.
• Provide technical guidance and mentorship to project team members.
• Monitor system performance, identify areas for improvement, and drive initiatives to enhance system reliability, security, and scalability.
• Prepare and maintain comprehensive documentation including business requirements documents (BRDs), functional specifications, system design documents, and test plans.
• Manage relationships with external vendors and system integrators, ensuring deliverables are met on time, within scope, and within budget.
• Stay current with emerging technologies and industry best practices and proactively identify opportunities to apply them within government client context.
