Job summary

GovTech in Singapore is seeking a highly driven Senior Product Manager to shape strategy for the Anti-Scam Products (GASP) division, steering risks and opportunity across mature systems like SATIS, rMSE, or G.R.A.P.H.

You will align cross-functional teams, partner with SPF and global platforms, own North Star metrics, and mentor colleagues while driving zero-to-one anti-scam initiatives to protect Singaporeans.

The Government Technology Agency (GovTech) builds technology for the public good to improve the lives of Singaporeans and support public agencies in driving digital transformation. Within GovTech, the Anti-Scam Products (GASP) division operates with a clear, critical mission: to build tech products to detect, disrupt, and deter scammers at scale.

Scams are a complex, multi-million-dollar threat, costing Singaporeans hundreds of millions annually. GASP stands at the forefront of this adversarial space, building Singapore’s digital shield. By shifting from manual, reactive triage to proactive, AI-enabled, ecosystem-wide disruption, we target high-traffic convergent points, such as malicious websites, online monikers, and phone lines, where the government has a scalable defender’s advantage.

The Role

We are seeking a highly driven and strategic Senior Product Manager to join our ranks. In this role, you will step into a fast-paced, high-stakes environment where your product decisions directly erode the Return on Investment (ROI) of transnational scam syndicates.

You will not be constrained to a single predefined path. Depending on the evolving threat landscape, you may take the helm of one of our mature, scaled systems, such as SATIS (our end-to-end scam analysis and intervention system), rMSE (our AI/ML site evaluator), or G.R.A.P.H (our relationship analytics hub). Alternatively, you may be tasked with the zero-to-one development of an entirely new anti-scam initiative to address emerging vulnerabilities.

Key Responsibilities

• Product Strategy & Vision: Own a product or feature area, driving its success from conception to launch. You will develop the product vision, align cross-functional teams around long-term goals, and define North Star success metrics to ensure your product delivers tangible public value.

• Analytical & Product Sense: Operate in an ambiguous, fast-moving space by making critical decisions and prioritisations based on data. You will continuously evaluate features informed by user research, market trends, and internal feedback loops, leveraging data to validate or pivot ideas prior to development.

• Execution & Delivery: Collaborate closely with software engineers, data scientists, and UX designers to balance speed, quality, and simplicity. You will foster a culture of agility, carefully navigating the short-term trade-offs of rapid deployment against long-term technical debt.

• Stakeholder Orchestration: Act as a crucial liaison between business leadership, operational partners like the Singapore Police Force (SPF), and global tech platforms (e.g., Google, Meta). You will navigate disagreements constructively, facilitate WOG (Whole-of-Government) alignment, and drive systemic value across the organisation.

• Mentorship & Leadership: Take full ownership of broad, ambiguously-scoped projects. You will synthesise complex data into clear strategic recommendations, proactively drive workstreams, and mentor junior team members to actively raise overall team capability and productivity.

• Proven experience in product management, with a track record of independently owning assigned tasks or leading complex, end-to-end delivery of ambiguous projects.

• Strong analytical intuition with the ability to identify and mitigate risks from both a technical and market perspective.

• A profound sense of ownership to identify opportunities, recommend process improvements, and take calculated risks while learning from both successes and failures.

• A commitment to collaborative growth: you proactively offer help, constructively challenge existing processes for continuous improvement, and share successes and failures openly to ensure team success.
