Senior Process Safety Engineer (Pharmaceutical Plant)

Job Responsibilities

1. Support implementation of Process Safety management (PSM) and Risk Management (RM) programs, to ensure compliance of all applicable laws and regulations, codes of practices and EHS Standards and Process Safety recommended practices.
2. Take ownership to support active pharmaceutical ingredient (API) plant operations not limited to programs like Process Hazard Analysis, Process Safety Information, Mechanical Integrity, Contractors, Chemical Reaction Hazards, Management of Change, Incident Investigation, Pre-startup Safety Review, Emergency Planning & Response, Audit, Incident Reporting System (IRS), Risk Management (RM) and cGMP; by supporting the growth and maintenance of PS culture including but not limited to identifying areas of improvement in work processes/management systems (as an area lead management) and building ownership of "Process Safety and Workplace Safety & Health" at all levels.
3. Support PS team in achieving compliance with all applicable local laws and regulations and Global EHS and PGS EHS requirements.
4. Support PS team in achieving Process Safety and Workplace Safety leading indicators and performance metrics (continuous improvement).
5. Utilize qualitative and quantitative assessment tools (e.g. M method 1 investigation, HAZOP studies, HAZID, QRA, air dispersion modeling, mass-balance, vessel sizing, technical standards/codes of practice, etc) to conduct process hazard analysis and/or risk assessment associated with manufacturing processes, and facilitate discussions to identify hazards and evaluate risk basics and formulate practical and reasonable control measures.
6. Support in all audits and work with relevant stakeholders at site in addressing deviations with corrective actions/preventive actions to avoid recurrence.
7. Support PS team in implementing and improving processes (PSM and RM), including but not limited to process hazard assessments, root cause analysis, process safety information, mechanical integrity, safe operating procedures, emergency planning and management of change. Aid in identifying areas for improvement to enhance the effectiveness and efficiency of the site.
8. Support the process to maintain and upkeep documentation and records of PSM and RM programs in the state of readiness for compliance inspection and/or audits.
9. Provide process safety and workplace safety & health technical support and guidance to Capital Projects as necessary.
10. Use PSM metrics to drive and support the growth of PS culture at site.
11. Key member of cross-functional PSM Committee, be prepared to lead sessions, as required.
12. Use PSM program to manage process safety risks that are associated with the new/modified manufacturing processes.
13. Liaise with relevant regulatory agencies in terms of PSM and RM programs if need arises.
14. Support Process Safety team's drive in ownership of "Process Safety and Workplace Safety & Health" Culture onsite.
15. Involve in Process Safety Network to leverage on process safety recommended practices, technical guidelines, and resources.

Minimum Qualifications

1. Bachelor degree in chemicals/process safety/mechanical/electrical engineering or science (bio-medical, pharmaceutical, or chemistry).
2. Technical know-how in process safety management, risk management, and/or chemical safety/process safety is essential.
3. Experience within the pharmaceutical manufacturing (API) or related industries; incumbent as technical role with in-depth technical knowledge of process safety and/or workplace safety & health is advantageous.
4. Good knowledge and application of stipulated codes of practice (e.g. SS506 part 3, API510, NFPA, Singapore Fire Safety Act/Fire Codes, WSH (Major Hazard Installation) regulations) is advantageous.
