Job summary

Randstad Singapore is seeking a senior leader to oversee end-to-end, enterprise-grade telecommunications and network transformation programs. You will partner with CTO office executives, VPs, and business leaders to align priorities and drive decisive consensus across cross-functional teams.

You will establish governance frameworks, manage third-party vendors, and translate long-term visions into actionable, multi-year roadmaps that support overall group technology goals.

Qualifications

• Education & background: Bachelor's degree in Telecommunications, Computer Science, Engineering, or a related technical field.
• Proven track record leading large-scale, cross-functional technical programs in network engineering or operations.
• CTO office & matrix leadership: experience working with C-suite and VP-level executives across matrixed orgs.
• Strategy & performance management: expertise in business planning, cost optimization, and KPI management.
• Vendor & partner management: governance of external vendors and third-party implementation teams.

Responsibilities

• Lead end-to-end execution of enterprise-grade telecom and network transformation programs.
• Partner with CTO office, VPs, and business leaders to align priorities and drive consensus.
• Establish program governance, cadences, and escalation paths; manage vendors and budgets.
• Translate vision into multi-year roadmaps aligned with group technology goals.
• Synthesize engineering, ops, and financial data into strategic KPIs and risk reports.
