Summary
He/She will be responsible for managing and developing new accreditation services to run the calibration and testing laboratory service as a profitable business segment. He/she shall have experience and demonstrated Knowledge, skills and abilities as listed below:
Key Duties and Responsibilities (Technical and Development)
- Direct all calibration operations, including personnel management and customer relationships.
- Develop a clear and attainable vision for calibration service delivery.
- Review analyses of activities, costs, operations, and forecast data to evaluate performance.
- Lead the implementation of new service initiatives and drive accountability for results.
- Optimize customer loyalty through effective service delivery and collaborative methods.
- Manage customer escalations and monitor resolutions to meet expectations.
- Participate in customer meetings to ensure alignment and satisfaction.
- Work with direct reports to ensure completion of service delivery activities for new customers.
- Manage the budget and uphold financial discipline to meet financial objectives.
- Support new opportunities and ensure commercial alignment with customers.
- Provide leadership in formulating and administering company policies and best practices.
- Partner with direct reports to build professional development plans and facilitate growth opportunities.
- Establish challenging individual and team performance goals that align with organizational strategies.
- Supervise laboratory operations to ensure precision in the calibration and testing process for the customer’s equipment.
- Ensure all set product quality targets are met and deviations from target quality standards are promptly identified and rectified.
- Liaise with process control operatives with regards to the quality control parameters for calibration and Testing process.
- Ensure preventive maintenance is carried out on laboratory equipment and effective housekeeping is conducted in the laboratories.
- Prepare annual calibration schedule and ensure calibration is carried out on laboratory equipment as scheduled.
- Provide overall guidance, leadership and strategic direction to the Sales, Technical and Quality team.
- Provide periodic reports on the activities and performance of the laboratory function for the attention of the Director.
- Perform any other duties that may be assigned by the Director.
Key Duties and Responsibilities – Quality
- Maintain and continuously improve the QMS in compliance with AS 9100, ISO 9001 and ISO 17025.
- Ensure document control and proper recordkeeping for policies, procedures, and work instructions.
- Develop and monitor quality objectives and key performance indicators (KPIs).
- Serve as the primary contact for accreditation bodies and regulatory agencies.
- Ensure the lab meets all AS 9100, ISO 9001 and ISO/IEC 17025 accreditation requirements.
- Manage accreditation audits, external assessments, and regulatory inspections.
- Plan, execute, and document internal audits to assess compliance and identify risks.
- Investigate nonconformities, implement corrective actions, and verify effectiveness.
- Lead root cause analysis (RCA) and continuous improvement initiatives.
- Ensure personnel involved in testing and certification are qualified, trained, and competent.
- Maintain training records and competency assessments.
- Conduct or coordinate quality system training sessions.
- Identify, assess, and mitigate risks to testing validity and certification decisions.
- Promote continuous improvement initiatives in test methods, certification processes, and quality practices.
- Implement Failure Modes and Effects Analysis (FMEA) or similar methodologies where applicable.
- Address customer complaints and ensure proper investigation and resolution.
- Communicate quality system updates and compliance status to management.
- Work with technical Leads to ensure test and certification results are accurate and reliable.
- Perform any other duties that may be assigned by the Director.
KNOWLEDGE / SKILLS / ABILITIES: (essential Requirements)
- Experience in Setting Up the Calibration Laboratory
- Experience in developing new calibration and Testing methods based on the international standards.
- Experience in managing calibration personnel
- Approved Signatory in Metrology filed (Electronic, Electrical, Temperature, Mechanical, Dimensional and Mechanical Testing) – minimum of five Metrology fields required
- Certified internal Auditor for AS 9100, ISO 9001 and ISO 17025.
- Certification in Lead Auditor for ISO 9001.
- Develop the current state/future state for the calibration department.
- Skilled in internal/External auditing, objective evidence assessment, and risk-based decision-making.
- Strong technical writing skills for SOPs, audit reports, and compliance documentation. Ability to clearly explain complex concepts to technical staff, management, and external auditors.
- Knowledge of statistics and the ability to apply them in developing and documenting test or calibration uncertainty budget tables as per national and international standards.
- Full knowledge in Metrology (Electronic, Electrical, Temperature, Mechanical & Dimensional), Instrumentation, calibrations and Testing.
- Metrology laboratory practices and calibration data collection, familiarity with national and international standards, is also essential.
- Critical Thinking & Problem-Solving: Ability to analyse complex quality and compliance issues, identify root causes, and implement effective corrective actions.
- Proficient in quality management software, document control systems, and data analysis tools. Familiarity with word processing, spreadsheets, and database software.
- Ability to manage multiple priorities, meet deadlines, and maintain structured documentation.
- Interpersonal & Leadership Skills: Ability to lead cross-functional teams, unite staff under quality objectives, and foster a culture of continuous improvement. Must be able to build consensus and manage conflict diplomatically.
- Attention to Detail: Strong ability to detect nonconformities, inconsistencies, and process deviations.
- Skilled in eliciting precise information from staff, auditors, and stakeholders with diverse technical backgrounds.
- Ability to work effectively with individuals from varied professional and cultural backgrounds.
Eligibility Criteria:
- Must be a BE / B. Tech in Electrical or Electronics & Communications, or its equivalent/above in any Engineering field.
- Must have managed a Calibration Lab for at least 7+ Years, overall experience 12+ Years
- Familiar with AS 9100, ISO 9001 and ISO 17025 Calibration Quality System Requirements and certifications.
- Troubleshooting techniques
- Able to work in a fast-paced environment.
- Ability To Work Under Pressure.
- Ability To Manage Multiple Tasks and throughput tasks
- Will be expected to be involved in the project at Jurong Island or overseas
- Must possess a driving licence
- Travel – 90% (Local & Oversea) within the short notice period
- Able to commit to club hours, weekends and public holidays.
- Rotational shift- Monday to Friday or Wednesday to Sunday.
- Able to commit to irregular working hrs - 6 am to 2 pm (rotating shifts)
