Job summary

Group of Tech in Singapore seeks a Senior Manager to lead its procurement function across multiple technology entities. You will drive technology procurement, vendor management, IT asset and licence management, spend visibility, and governance to improve efficiency and cost optimisation.

You will partner with finance and business leaders to standardise processes, develop dashboards, and implement policies that enable scalable growth across the group.

Qualifications

• Bachelor's degree in Business, Supply Chain, Information Systems, Finance, or related field.
• 8–12 years' technology procurement, vendor management, IT asset management, or supply chain experience.
• Experience with procurement policy development and process implementation.
• Knowledge of IT asset lifecycle, software licensing, SaaS, and cloud procurement.
• Experience with ERP/Finance systems (NetSuite preferred).
• Strong stakeholder management, negotiation, analytical, and commercial skills.
• Experience in multi-entity, technology, or fintech environment preferred.

Responsibilities

• Lead group-wide technology procurement and purchasing activities.
• Consolidate and analyse technology spend to identify cost-saving opportunities.
• Manage full vendor lifecycle from onboarding to offboarding.
• Establish IT asset and software licence management processes.
• Coordinate with Finance on POs, invoices, budgeting, spend reporting.
• Develop procurement policies, governance, and SOPs.
• Build procurement dashboards and reports for management.
• Partner with business leaders to support procurement planning and vendor selection.
• Drive continuous improvement and standardisation in procurement and asset management.

Reporting to the CIO, the Senior Manager, Procurement & Business Partner will establish and lead the Group's procurement function across multiple technology entities. The role is responsible for driving technology procurement, vendor management, IT asset and licence management, spend visibility, and procurement governance to improve operational efficiency and cost optimisation across the Group.

Key Responsibilities

• Lead group-wide technology procurement and purchasing activities.
• Consolidate and analyse technology spend to identify cost-saving opportunities.
• Manage the full vendor lifecycle, including onboarding, contract management, performance reviews, renewals, and offboarding.
• Establish and maintain IT asset and software licence management processes.
• Coordinate with Finance on purchase orders, invoices, budgeting, and spend reporting.
• Develop and implement procurement policies, governance frameworks, and standard operating procedures.
• Build procurement dashboards and reports for management.
• Partner with business leaders across entities to support procurement planning and vendor selection.
• Drive continuous improvement and standardisation across procurement and asset management practices.

Requirements

• Bachelor's degree in Business, Supply Chain, Information Systems, Finance, or a related discipline.
• 8–12 years of experience in technology procurement, vendor management, IT asset management, or supply chain.
• Strong experience in procurement policy development and process implementation.
• Knowledge of IT asset lifecycle, software licensing, SaaS, and cloud procurement.
• Experience working with ERP/Finance systems (NetSuite preferred).
• Strong stakeholder management, negotiation, analytical, and commercial skills.
• Experience in a multi-entity, technology, or fintech environment is highly preferred.

Preferred Certifications

• CIPS Level 4 or above
• ITIL Foundation
• CSCP or CPSM
• COBIT or Project Management certification (PMP/PRINCE2) is an advantage.
