What the role is:
To lead and manage the payment activities of the ICH Division, ensuring prompt payment, compliance with relevant financial policies and timely management reporting to meet the operational needs of the Division and Hubs. Ensure proper fixed assets management for the ICH Division.
What you will be working on:
- Lead and manage daily payment operations and cash management across all Hubs, including supervising Manager (Finance) in processing invoices, refunds and reimbursements to vendors, stakeholders, tenants and customers, including voucher reimbursements for Our Tampines Hub.
- Ensure prompt closure of accounts and conduct analysis on monthly Hubs’ financials relating to Accounts Payables including preparation of monthly variance analysis for management.
- Prepare Statutory Board Financial Reporting Standards (SB-FRS) compliant financial statements for statutory audit, and coordinate and attend promptly to audit queries relating to payments and accounts payables.
- Compile and submit statistical or financial information returns to Management and Government Departments.
- Review and update Hub financial policies and procedures to adopt the best practices and keep them relevant for alignment to Government IM, prevailing SB-FRS and PA guidelines to achieve higher level of Corporate Governance for ICH Division.
- Lead the development and implementation of internal checks and controls, standard operating procedures and templates to facilitate effective operation of Hub accounts and improve quality of Hubs’ financial reporting and standards.
- Provide guidance and work with the ICH Division and Hubs’ staff to ensure proper fixed assets management for the Division.
- Performs other duties assigned by senior officers.
What we are looking for:
- Three years of hands-on experience in handling financial and accounting functions, with good knowledge of SB-FRS, management reporting and supervisory experience.
- Good working knowledge of Microsoft Office and Workday accounting software, Government financial and procurement policies and procedures, and GeBIZ would be an added advantage.
