Job description

Senior Manager, Partnerships and Engagement

Reporting to the Team Lead, you will play a pivotal role in developing and executing partnership strategies that advance the initiatives of SkillsFuture Singapore (SSG) and Lifelong Learning Singapore (LLSG). Your work will be instrumental in deepening engagement with individuals and enterprises, and in fostering a vibrant, collaborative lifelong learning ecosystem.

As part of a dynamic team, you will help drive innovation and deliver meaningful impact through multi-sectoral collaborations.

The primary responsibilities include the following:

Strategic Partnership Development

Develop and implement strategies to grow LLSG’s partnership ecosystem across the public, private, and community sectors.

Identify, secure, and nurture high-impact collaborations to amplify the reach and relevance of SSG/LLSG programmes.

Business Development & Deal Structuring

Source and evaluate partnership opportunities aligned with LLSG’s goals, including co-branded initiatives and strategic alliances.

Lead the structuring and negotiation of partnership agreements, clearly defining shared value, deliverables, and performance indicators.

Co-create learning events and campaigns with partners that engage both individuals and enterprises, grounded in insights and sectoral needs.

Drive participation and uptake of SSG/LLSG programmes through insight-driven initiatives, innovative formats and targeted outreach.

Cross-Functional Collaboration

Collaborate with internal teams and SSG stakeholders to ensure alignment and maximise synergy across outreach, marketing, and programme delivery.

Provide strategic input and work closely with the Outreach and Events teams to co-develop marketing and outreach plans to enhance partner engagement and event visibility.

Performance Monitoring & Innovation

Track and analyse the effectiveness of partnership initiatives; incorporate feedback and market insights to refine strategies for greater impact and sustainability.

Requirements

Up to 7 years of relevant experience in partnership engagement, business development, or strategic planning, preferably in the public sector or a mission-driven organisation.

Proven ability to initiate and close strategic partnerships that deliver mutual value.

Strong account management and stakeholder engagement skills, with a thoughtful, empathetic approach.

Able to Identify and develop new business opportunities aligned with organisational goals.

Strong business writing, public speaking, and presentation skills.

Analytical and strategic mindset with a solutions-oriented approach.

Highly organised with strong project and resource management skills.

Exceptional interpersonal, communication, and networking skills.

Collaborative team player who thrives in a fast-paced, evolving environment.

Candidates without the relevant work experience but possess the required qualities are welcome to apply.

Successful candidates will be offered a 2-year contract in the first instance and may be considered for an extension or be placed on a permanent tenure.
