Job description

The Senior Manager for OTM will lead the Office of Technology Management (OTM), plan the ICT roadmap for the School and support the Deputy Director Information Technology and Services to meet the school’s ICT needs. He/she should be experienced in Enterprise Project Management and be able to lead and guide the team in all aspects of the IT project life cycle from tender specification preparation to the award and commissioning of each project. He/she will also be the Change Management Lead responsible for all new initiatives to be introduced to the teachers and staff with proper planning and training for smooth transitions and positive adoption.

The Senior Manager should have extensive experience in ERP system support as well as cloud migration experience.

He/she will also work actively with the various Heads of Faculties and Subject Head / ICT to promote the use of ICT in teaching and learning through instructional design of resources and online platforms.

The incumbent is responsible for overseeing and supervising the department's activities and employees, and performing the role of hiring manager within the department.

Major Duties and Responsibilities

  1. Lead the Office of Technology Management comprising of Application, Infrastructure and End User Support teams. The teams are responsible for Application, Infrastructure and end user project management, Business Analysis, End User Device Support and Event Support to ensure the smooth running of IT operations in the area of applications, infrastructure and end user IT support.
  2. Devise and establish IT roadmaps and implement systems to support the SOTA overall strategies, supervise and lead the team to project manage all ICT initiatives on IT projects; analyze the business requirements of all departments to determine their technology needs.
  3. Lead and guide the team in all aspects of business processes, application project management life cycle, IT infrastructure management and vendor management.
  4. Review and write all ICT papers for justifications of project initiation, budget requests and specifications or requirements for ITQs or Tenders.
  5. Drive business process reviews with the corporate departments to anticipate, identify and manage issues, gaps, risks and dependencies within the work processes with the aim to develop process improvement initiatives for efficient business outcomes.
  6. Support and implement data governance initiatives and programmes for the school.
  7. Lead the change management for all new initiatives to help teachers and staff ease into the transition of e-services and processes by ensuring good communications and sufficient training.
  8. Establish, review and maintain ICT SOPs and policies.
  9. Plan and oversee the implementation of IT strategic plans and ensure compliance to ICT policies for the school.
  10. Organize and facilitate meetings with both internal key stakeholders and external vendors.
  11. Manage the outsourced vendors for the successful delivery of new systems.
  12. Provide consultancy and ICT support for teaching and learning.
  13. Initiate and support the implementation of the school’s ICT programmes.
  14. Oversee, monitor, review, evaluate and update management on the school’s ICT implementations.
  15. Support IT audit and follow up. Ensure compliance with ICT security requirements from both MOE and MCCY.

Job Specification

Applicant should:

  1. Possess a Computer Science or IT-related degree with CITPM or PMP certifications.
  2. Have at least 8 years of experience in leading an IT team comprising of Application Consultants or Application Project Managers and IT analysts. Additional experience in leading Technical Infrastructure teams would be an added advantage.
  3. Possess experience in managing large scale contracts, vendor and project management.
  4. Have good experience in Application project management and have mentored teams in all aspects of the application project life cycle.
  5. Have good interpersonal, communication, planning, analytical and negotiation skills.
  6. Be a good team-player and able to work with all levels of school staff.
  7. Possess a positive attitude, pleasant disposition and good analytical skills.
  8. Be willing to be very hands-on and work with the team to meet deadlines and deliverables.
  9. Be able to work independently with minimal instructions and have the ability to multitask and meet deadlines set.
  10. Candidates with experience in Government ICT and procurement policies and best practices, Business Process Reviews and Data Governance will be preferred.
