Job Summary

The Senior Manager / Manager, Sector Development will be responsible for driving sector development under SG Enable’s Enabling Academy to uplift the CET ecosystem for persons with disabilities and their caregivers.

Duties and Responsibilities

Operations Strategy & Planning

Responsible for the formulation and review of funding models, operational policies, and SOPs to strengthen Enabling Academy’s training ecosystem and ensure service excellence.

Key Responsibilities:

  • Develop and implement a tiered funding framework to sustain and expand lifelong learning opportunities for persons with disabilities and their caregivers.
  • Formulate and review operational policies to enhance service delivery and system efficiency.
  • Design and maintain SOPs for SG Enable’s Training Grant Call-for-Proposal processes.
  • Ensure alignment with national CET standards and SG Enable’s sector developer role.
  • Monitor policy effectiveness and operational outcomes to support continuous improvement.

Course Quality Assurance, Outcomes & Impact Measurement

Responsible for strengthening the CET ecosystem by implementing course quality assurance frameworks and tracking learner outcomes, ensuring training is aligned with the Enabling Skills and Competencies Framework (ESCF) and national CET standards.

Key Responsibilities:

  • Establish and implement a course quality assurance framework, including validation and accreditation mechanisms.
  • Develop and maintain tools to track learner outcomes and coordinate post-course feedback with learners, caregivers, and training providers.
  • Analyse training impact across ESCF domains, surfacing insights on outcomes, sector-wide trends, and gaps.
  • Maintain dashboards and internal systems to monitor course quality, outcomes, and grant performance.
  • Drive continuous improvement through audits, reviews, outcome studies, and sector engagement.

Additional Responsibilities

Undertake other tasks as assigned to advance SG Enable’s mission and the Enabling Academy’s strategic goals

Qualifications, Knowledge and Experience
  • Bachelor’s degree in any discipline; postgraduate qualifications in education, training and development, public policy will be an advantage.
  • At least 5 years of relevant working experience, including a minimum of 2 years leading a project.
  • Proven experience in policy development, funding frameworks, quality assurance, or training/education sector operations.
  • Familiarity with the adult learning or CET ecosystem will be a strong advantage.
  • Strong stakeholder engagement and communication skills, with the ability to influence, present, and build partnerships.
  • Demonstrated ability in project management, including developing SOPs, monitoring outcomes, and driving continuous improvement.
  • Excellent analytical and problem-solving skills, with experience in using data and insights to inform policies, programme design, or impact measurement.
  • Highly organised, meticulous, and able to manage multiple priorities under tight timelines.
  • Proficient in Microsoft Office applications (Word, Excel, PowerPoint, Outlook); experience with data dashboards or outcome tracking systems preferred.
  • Adaptive, resourceful, and a team player with a growth mindset and strong sense of initiative.
