What the role is:
As Senior Manager/Manager, Financial Reporting of the Communicable Diseases Agency (CDA), you will support the Deputy Director, Finance in managing the finance function.
You will work in a fast-paced and highly volatile environment that requires managing multiple stakeholders and priorities concurrently.
What you will be working on:
You will play a key role in the CDA Finance team. Your responsibilities include, but are not limited to:
- Preparing and reviewing monthly closing activities accurately and timely to facilitate financial reporting for internal and external stakeholders, in compliance with Government Instruction Manuals and SOPs.
- Ensuring transactions are properly recorded to meet reporting needs and adhere to Statutory Board Financial Reporting Standards.
- Reviewing monthly schedules post month-end and year-end closing.
- Preparing management reports, including income and expenditure statements, balance sheets, variance analysis, and data analytics.
- Preparing annual financial statements for external audit.
- Ensuring accurate submissions of returns to the Department of Statistics or Accountant-General’s Department.
- Analyzing financial performance, identifying anomalies and risks, and recommending improvements.
- Liaising with internal and external stakeholders on financial reporting and audits.
- Participating in statutory and internal audits, including follow-up on corrective actions.
- Serving as a Finance Business Partner for CDA divisions, handling finance queries, and reviewing budget submissions.
- Identifying opportunities to leverage technology to improve processes and financial analysis capabilities.
What we are looking for:
Job requirements
- Background in Accountancy and/or Chartered Accountant/Certified Public Accountant qualification.
- At least 2 years of experience managing key finance functions, including full set of accounts and external audits, preferably in statutory boards or private sector companies.
- Familiarity with Statutory Board Financial Reporting Standards, Government Instruction Manuals, and financial governance best practices.
- Strong analytical, critical thinking, and problem-solving skills.
- Good attitude, resilience, and commitment to delivering results.
- Effective stakeholder management, communication, and interpersonal skills.
- Meticulous with numbers and a good team player.
- Independent, self-driven, capable of multi-tasking in a dynamic environment, and working under pressure.
- Experience with Workday is an advantage.
About Communicable Diseases Agency
The CDA was established in 2025 as a statutory board under Singapore's MOH, serving as the central authority for public health policymaking to manage communicable diseases. It strengthens Singapore’s public health capabilities, building on COVID-19 response experience, to ensure coordinated disease control and outbreak management. CDA conducts disease surveillance, outbreak investigations, vaccination programs, public education, and collaborates internationally to expand Singapore’s global health outreach.
