Job description

What the role is:

We are seeking a highly motivated and experienced person to manage the governance and compliance efforts for incoming donations for the Philanthropy Group in NCSS. This role focuses on ensuring that all donations are processed in accordance with relevant laws, regulations, and internal policies, including the Charities Act, Code of Conduct (CoC), the Singapore Government Instruction Manual (IM), and Anti-Money Laundering (AML) guidelines.

What you will be working on:

• Ensure compliance and governance processes for all incoming donations for alignment with statutory and internal requirements.
• Develop, review, and maintain comprehensive SOPs and internal guidelines for the processing, documentation, and handling of donations.
• Ensure adherence to the Charities Act, CoC, Instruction Manual (IM), and relevant internal controls across all donation activities.
• Design and implement Anti-Money Laundering (AML) and Countering the Financing of Terrorism (CFT) controls, including donor due diligence and transaction monitoring procedures.
• Identify and escalate potential suspicious donation transactions in accordance with AML/CFT standards.
• Serve as the primary liaison for internal and external audits, ensuring timely and accurate responses to audit findings related to donation programs.
• Work closely with cross-functional teams (e.g. Finance, IT, Program Operations) to embed governance and compliance best practices in end-to-end donation workflows.
• Provide compliance training and awareness to staff involved in donation-related activities.
• Conduct periodic reviews and risk assessments of donation processes to identify gaps and implement improvements.
• Prepare regular reports for senior management on compliance status, audit outcomes, and governance enhancements.

Experience & Special Certification(s):

2 - 5 years of experience in governance, compliance, internal controls, or audit—preferably within the public sector, charity, or regulated environment.
