What the role is:
Coastal protection planning and project management.
What you will be working on:
Key Responsibilities:
- Develop project briefs, requirements, and technical specifications for the procurement of consultancy, data collection, and construction contracts related to coastal protection and/or building and infrastructure works.
- Plan, execute, and manage the entire project cycle, including developing project briefs, tendering, proposal evaluation, project award, and initiation processes.
- Understand and identify conditions and constraints in the Sentosa environment and propose feasible engineering solutions.
- Perform quantitative and qualitative analyses to determine implications and costs of proposed strategies.
- Manage, review, and provide constructive engineering inputs to consultants and contractors, including review of proposed permanent structures and temporary works, ensuring compliance with all applicable codes, regulations, and standards.
- Oversee project management of external consultants conducting coastal protection, drainage, and infrastructure studies, planning, and designs, including all assigned works.
- Conduct inspections with technical professionals to ensure works are carried out according to approved drawings and specifications, and in compliance with quality, safety, and contract standards.
- Develop, review, and enhance long-term coastal protection planning strategies for SDC, including assessing risks from sea-level rise and climate change, integrating coastal protection with land use plans, and analyzing overseas best practices and emerging risks.
- Formulate data management plans in collaboration with the Data Manager (GIS) and assist operations teams in planning for flood response readiness.
- Plan and develop stakeholder engagement strategies to educate, increase awareness, and secure buy-in from stakeholders for SDC and government initiatives.
- Liaise with and provide inter-agency support to PUB, the national Coastal Protection Agency, and other relevant agencies.
What we are looking for:
Job Requirements:
- Degree in Engineering (preferably Civil or Environmental Engineering) and/or a Master’s Degree in Coastal Engineering, Hydro-informatics, or a related discipline.
- Minimum 10 years of post-graduate experience in the construction industry, with at least 5 years in coastal engineering.
- Enjoys working in a dynamic environment, developing technical details, and collaborating with multiple stakeholders. Passionate about contributing to Sentosa’s capacity to address climate change.
- Knowledge of coastal and drainage modeling software, GIS, and data analysis.
- Design or Design Management experience in multidisciplinary engineering or infrastructure projects is advantageous.
- Strong written and communication skills in English, with the ability to engage diverse stakeholders.
- This is a 4-year contract with the possibility of renewal.
