Job description

What the role is:

The National Marketing Office (NMO) at MDDI has two broad remits:
  • Improve WOG marcom campaign effectiveness and generate cost efficiencies across WOG by establishing coordination and governance mechanisms to ensure optimal resource allocation.
  • Work with WOG partners to coordinate the WOG strategy for Singapore’s global positioning efforts through partnerships with stakeholders such as media and non-governmental organisations, supporting the delivery of a unified SG nation brand to enhance Singapore’s perception and favourability.

What you will be working on:

This role leads a team to oversee coordination and governance frameworks to drive better WOG marcom campaign effectiveness and cost savings. The job responsibilities include:
  1. Establish and oversee the WOG Media Buying Services Period Contract and Framework Agreement (MB PCFA):
    • Establish scope of PCFA review in consultation with key stakeholders such as WOG users, industry partners, procurement, audit, and legal departments. This involves selecting and appointing a consultant to assess industry practices and benchmarking.
    • Work with the consultant, internal, and external stakeholders to review the existing PCFA, identify gaps through interviews, market scans, benchmarking, and develop mitigation strategies and assessment criteria.
    • Scope the next edition of the PCFA, including developing tender requirements and evaluation criteria.
    • Develop and implement change management and onboarding plans for government users to the new PCFA.
    • Administer the new PCFA in collaboration with the Master Media Agency (MMA) and media owners, including establishing master contracts, clash management, and data ownership guidelines.
  2. Uplift capabilities of WOG officers on marcom capabilities and improve coordination of initiatives:
    • Work with media industry stakeholders to identify trends, new media formats, and developments to keep WOG officers updated.
    • Develop tools such as marcom or social media playbooks, advisories, and best practices in procurement and contractual processes.
    • Facilitate WOG sharing of campaign learnings and best practices at Directors of Information meetings.
    • Facilitate peer-review of large WOG marcom campaigns through the National Marketing Council.

What we are looking for:

  • Background in Business, Marketing, and Communications.
  • At least 6-8 years’ experience in strategic planning, corporate or marketing communications in the public or private sector.
  • Experience working with diverse stakeholders such as media buy agencies, creative agencies, media owners, and government/non-government agencies.
  • Strong interpersonal skills to build effective networks.
  • Excellent verbal and written communication skills, with good project management abilities.
  • Good analytical and critical thinking skills.
  • Comfortable working with data and numbers.
