Job description

A senior learning facilitator’s job scope includes managing stakeholders, assessing learning needs, planning, designing, developing, facilitating, and evaluating the effectiveness of training courses and programmes for PA staff, grassroots leaders, and other participants. The goal is to build a growth mindset and enhance knowledge and skills to better support PA’s role in community building in Singapore.

He/she will support and report to the Assistant Dean and Vice-Dean regarding synchronous and asynchronous training courses and programmes.

Key Duties and Responsibilities

Training for PA Staff and Grassroots Leaders (GRLs)

  • Provides training consultancy services to PA Divisions and grassroots organisations, customizing training packages to enhance core competencies in community engagement.
  • Conducts face-to-face, virtual, and blended training courses/workshops for PA staff and GRLs to develop knowledge and skills in community leadership.
  • Facilitates a growth mindset in PA staff and GRLs for continuous learning and change management.
  • Translates PA knowledge into teaching materials for modules and programmes.

Management and Organisation of Training Programmes

  • Develops training materials, eLearning courseware, and training aids.
  • Integrates learning technology innovations in curriculum development.
  • Conducts assessments of learner competence and manages certifications.
  • Implements action plans to improve training programmes based on stakeholder needs.
  • Works with PA Divisions and GRCs to design and coordinate training plans.
  • Conducts field research to enhance training courses and programmes.
  • Develops and reviews capability frameworks and training roadmaps for PA staff and GRLs.
  • Ensures administrative and logistics support for training environments.
  • Conducts safety checks and audits of training facilities.
  • Implements NACLI projects for staff and GRLs to enhance learning.
  • Participates in meetings to update on training matters.
  • Works in teams to enhance NACLI’s training quality.
  • Facilitates organisational learning initiatives in PA.

Training for Other Community Partners

  • Provides training consultancy to enhance community engagement effectiveness among government agencies and other organisations.

GRC / Division Account Managers

  • Collaborates with PAHQ Divisions and GRC Offices to identify training needs and recommend interventions.
  • Promotes a growth mindset and learning initiatives to strengthen PA knowledge and capabilities.

Other Duties

  • Performs other duties and projects as assigned by Senior Officers.

What We Are Looking For

Education

  • Professional qualifications in Adult Learning, Training & Development, or Social Sciences.
  • Strong writing skills.

Experience

  • 3 years’ experience in a training environment or equivalent.
  • Practical knowledge in community and social development sectors.
  • Experience in adult training, courseware development, and learning technology.

Others

  • Strong presentation and communication skills.
