Health Sciences Authority is seeking a Laboratory Manager, Testing and Quality Control, within the Blood Services Group's Blood Supply Management division. You will supervise TQC lab operations, ensure SOP compliance and maintain records, while driving quality assurance and regulatory compliance across testing services in Singapore.

As Laboratory Manager, Testing and Quality Control, you will be a key member of the Blood Supply Management (BSM) division of Blood Services Group, working closely with our Scientific Head (TQC) to ensure the smooth and effective running of our Blood Donation Testing and Quality Control laboratories. Your work will directly support Singapore's National Blood Programme by maintaining the highest standards of safety, quality, and compliance in blood testing services. This role also includes rotation on-call duties, providing 24-hour standby support for urgent or emergency situations.
You will oversee the daily operations of the TQC laboratories, covering sample management, equipment and supplies management, and manpower planning. You will ensure all procedures are carried out in accordance with established Standard Operating Procedures (SOPs), with accurate and complete records always maintained. A key part of this is continuously evaluating workflows to improve efficiency and reduce turnaround times.
You will implement and maintain robust quality control systems to ensure the accuracy, reliability, and integrity of test results. This includes ensuring full compliance with regulatory frameworks such as HCSA, BATA, WSH, and AABB accreditation requirements, leading or participating in internal and external audits, and enforcing safety policies to mitigate biological and operational risks.
You will supervise laboratory officers, manage roster planning, conduct performance appraisals, and oversee training and competency development. You will foster a positive, collaborative work environment that supports professional growth and high performance.
You will manage laboratory budgets, procurement, and inventory to ensure the timely availability of reagents, consumables, and supplies. You will also prepare performance reports and quality indicators for senior management and maintain emergency response and business continuity plans.
You will serve as the primary liaison with Blood Resources and Clinical Services for sample collection coordination and test results management. You will evaluate and manage vendor relationships, and oversee contract management including performance monitoring, invoice verification, and renewal planning.
You will oversee the maintenance and optimal operation of laboratory testing equipment. You will work closely with IT team and vendors to ensure the smooth and reliable operations of the Blood Bank Computer System with a sound understanding of relevant system parameters, configurations, and algorithm settings to assess their operational impact and ensure appropriate resolution. You will contribute to improvement initiatives such as testing automation, workflow digitalisation, and research coordination, and leverage data analytics and AI-assisted tools to support quality monitoring, decision-making, and operational excellence.
