Job summary

Public Service Division in Singapore seeks a Principal Manager / Senior Manager of Internal Audit to provide independent assurance, strengthen governance, and support the ARC. The role covers planning, execution, reporting, follow-up, and capability building within a dynamic public sector environment.

The role emphasizes data analytics, adherence to IIA standards, and delivering practical, risk-based recommendations while maintaining independence and objectivity.

Qualifications

• Degree in Accountancy, Finance, or related discipline.
• Professional certifications such as CIA, CPA, CA, ACCA or CISA will be advantageous.
• At least: Principal Manager: 6 to 8 years; Senior Manager: 3 to 5 years.

Responsibilities

• Audit Planning & Risk Assessment: develop annual risk-based internal audit plan aligned with priorities.
• Audit Execution: lead end-to-end audit engagements; ensure audits meet IIA standards and public sector guidelines.
• Stakeholder Engagement & Reporting: prepare clear audit reports; present findings to ARC and senior management.
• Audit Follow-Up, Advisory & Ad hoc Reviews: monitor implementation of recommendations; provide advisory services.
• Team Leadership & Capability Building: supervise outsourced/co-sourced audits; develop data analytics and IT audit capabilities.
• Continuous Improvement: drive improvements in methodologies, QAIP, and governance practices.
