Job Description: ATS Engineering Lead at Alstom

Introduction: Thomson–East Coast line (TEL) is a medium-capacity Mass Rapid Transit (MRT) line in Singapore, currently under construction. It is the sixth line to be built, announced on 15 August 2014 by the Land Transport Authority. The fully underground line is 43 km long with 31 stations, 2 Operation Control Centres (OCC), 2 Depots, and will be among the world's longest driverless rapid transit lines. The line is open in multiple stages, with Stage 4 operational from June 2024 and Stage 5 in progress. It is operated by Singapore Mass Rapid Transit (SMRT). Alstom will design, supply, install, and commission the signalling Urbalis 400 Communications-based train control (CBTC) system and platform screen doors for the Thomson Line, with future extensions planned.

Overall Purpose of the Role:

Lead the ATS Team onshore and offshore to develop and deliver the Automatic Train Supervision (ATS) Subsystem in line with the Project Roadmap. The ICC Leader role combines leadership and technical responsibilities, serving as the technical leader of the ATS engineering team and coordinating closely with the customer, project teams, system teams, and the ATS subsystem team.

Responsibilities:
  • Lead ATS engineering activities, assess contractual scope, and manage the ATS solution according to project specifications, cost, and performance commitments.
  • Define and agree on the ATS development roadmap aligned with project needs.
  • Manage project ATS development activities, ensuring compliance with processes and QCD commitments.
  • Lead analysis of issues and defects during factory validation and site testing.
  • Support testing and investigations at site and validation platforms.
  • Ensure technical coordination among internal teams and the customer.
  • Ensure correct design choices are made and reviewed with the Design Authority.
  • Contribute to the improvement of development processes, methods, and tools.
  • Participate in ATS design reviews, proofreadings, and document reviews.
  • Manage ATS configuration, change management, and deliveries, including establishing configuration baselines and leading the Control Board (CCB).
  • Manage interface with the project core team.
  • Contribute to continuous improvement initiatives.
Qualifications & Skills:
Education:
  • Master's or Bachelor's Degree in engineering, majoring in computer, electronics, or telecom.
Technical Competencies & Experience:
  • Extensive experience in design and deployment methodologies (V cycle, SysML, requirement management).
  • At least 15 years of experience in delivering control center software for rail projects.
  • Strong knowledge of Automatic Train Supervision (ATS) systems, operationally and functionally.
  • Good understanding of signalling systems (interlocking, ATC, ATS).
  • Knowledge of modern railway signalling elements (IP networks, embedded software, XML technology, cybersecurity).
  • Rail industry background is essential.
  • Familiarity with railway signalling industry standards.
