Job description

Responsibilities:

Compensation & Benefits:

  • Prepare and submit IR8A and IR21 accurately and in a timely manner in accordance with IRAS requirements.

  • Prepare and respond to government manpower or HR-related surveys and statutory reporting requirements when required.

  • Liaise with external tax consultants on expatriate employee tax matters and ensure timely submission and compliance with tax authority requirements.

  • Prepare and submit monthly Payroll Journal to the Finance Department for verification and reconciliation.

  • Lead monthly payroll process and review accuracy before submission, ensuring compliance with CPF, IRAS, and MOM regulations.

  • Verify tax-related reporting (IR8A, IR21) and benefit treatments.

  • Prepare payroll-related reports and handle statutory claims (e.g., NS, government-paid leave).

  • Analyse and prepare salary proposals and compensation reviews.

  • Support annual salary reviews, promotions, and bonus cycles.

  • Review staff insurance arrangements and support benefits benchmarking.

Performance Management & Talent Development:

  • Maintain and enhance the performance appraisal system.

  • Monitor personnel actions such as promotions, transfers, terminations, and disciplinary cases.

  • Review and validate company organization charts prepared by junior staff.

  • Support succession planning and career development frameworks.

Recruitment, Onboarding & Exit:

  • Oversee and review the recruitment, onboarding, and exit processes managed by junior staff, ensuring completeness, compliance, and consistency with company policy.

  • Ensure manpower requisitions are properly reviewed and approved.

  • Oversee end-to-end recruitment, including interviews and coordination with agencies.

  • Ensure compliance and completeness in onboarding, orientation, and induction.

  • Conduct exit interviews and ensure exit clearance is smooth and documented.

Training & Certification Management:

  • Review training needs analysis and coordination efforts carried out by junior staff and provide support or guidance where necessary.

  • Identify and coordinate training needs and programs.

  • Maintain and update mandatory testing and certifications (e.g., audiometric, offshore safety, color vision, GOC).

  • Apply for government training grants (e.g., SDF) and monitor training evaluations.

HR Operations & Compliance:

  • Supervise and review the work of junior HR team members.

  • Oversee HR documentation, reporting, filing, and compliance with audit requirements.

  • Maintain HRMS data accuracy (e.g., Just Login) and support reporting needs.

  • Oversee work pass applications, renewals, cancellations, and updates handled by junior staff, and ensure compliance with regulatory requirements.

  • Liaise with insurers on staff movement and claims.

  • Ensure adherence to the Employment Act, CPF, MOM, IRAS, and other statutory obligations.

  • Participate in PDPA-related activities and ensure HR data confidentiality.

Employee Engagement & Administration:

  • Oversee employee engagement initiatives and wellness programs executed by junior HR staff, ensuring alignment with company culture and inclusivity.

  • Supervise administrative support related to staff accommodation, office access, and vehicle coordination managed by junior staff.

  • Ensure continuity and escalation handling in the absence of administrative team members.

  • Review and approve administrative reports and staff-related logistics documentation where necessary.

ISO & QMS Documentation:

  • Assist in control, maintenance, and audit readiness of HR ISO/OHSAS documentation.

Other Duties:

  • Perform other ad-hoc HR and admin assignments as directed by the HOD.

Requirements:

  • Diploma or Degree in HR Management or a related discipline.

  • Minimum 5 years of relevant HR experience, including payroll and compliance.

  • Ability to supervise and mentor junior staff.

  • Strong initiative, accountability, and attention to detail.

  • High integrity and discretion in handling confidential matters.

  • Familiar with HRMS platforms (e.g., JustLogin) and MS Excel.

  • Knowledge of Singapore employment laws and statutory reporting.

Salary: $4,200 - $4,700

Time: 9am - 6pm
