Overall Job Objective

As a pivotal member of the leadership team at Apex Harmony Lodge (AHL), the (Senior) HR & Admin Manager will strategically align human resources and administrative functions with AHL’s vision, mission, values, and operating philosophy. The objective is to continuously elevate the quality of dementia care through a motivated, cost-effective, and high-performing workforce.

Core Job Responsibilities

  • Strategy & Partnership
  • Develop and implement a forward-looking HR transformation strategy aligned with AHL’s business objectives, capability requirements, and operational plan.
  • Act as a trusted partner to stakeholders in workforce planning, aligning HR initiatives with emerging organizational and regulatory needs.
  • Proactively identify sector trends and internal workforce issues, collaborating on strategic solutions for current and future requirements
  • Organization Development & Change Management
  • Lead efforts to enhance organizational culture, health, and capability building in support of AHL’s strategic vision.
  • Design and drive change management initiatives to foster future-readiness, effective collaboration, and high staff engagement.
  • Partner with stakeholders to redefine operating models and redesign roles as needed.
  • Branding, Recruitment & Retention
  • Champion AHL’s employer brand to position the Lodge as a desirable workplace.
  • Oversee manpower planning, talent sourcing, onboarding, deployment, and internship strategies.
  • Enhance employee experience through targeted communications and engagement initiatives.
  • Compensation & Benefits
  • Design, and implement effective, transparent and consistent compensation schemes and benefits policies that is competitive and sustainable and effective in attracting, retaining and developing staff.
  • Perform salary and benefits benchmarking and analyse results based on industry and other benchmarks to recruit right, retain, and grow staff efficiently.
  • Organization Capabilities, Performance Management and People Development
  • Implement the new robust performance appraisal system
  • Design and implement learning frameworks, leadership programs, and professional development paths.
  • Lead talent management initiatives to cultivate agile, competent, and certified dementia-care professionals.
  • Efficiency and Compliance
  • Streamline HR policies and services through technology and inter-departmental collaboration.
  • Ensure full compliance with all regulatory and labour laws.
  • Staff Well Being
  • Advise staff well-being and residential quarters committees, providing guidance to enhance staff welfare programs
  • Administration and corporate Duties
  • Provide administrative and corporate support in the areas of office space and facilities, office support and reception, transport and logistics, procurement and supplies to staff and residents, and meals supplies to staff and resident
  • Ensure efficiently and effectively meeting desired quality service level and projecting person-centred care image of AHL

Requirements

  • Bachelor’s degree in Human Resources, Business Administration, Psychology, or related field
  • 7+ years of progressive HR experience, including 3–5 years in a senior/managerial role
  • Proficiency with HRS, ATS, analytical tools
  • Strong leadership, communication, and project management skills
  • Demonstrated success in recruitment, talent development, and employee relations
