Job summary

A human resources recruitment agency in Singapore seeks an HR Specialist to manage performance, training, and policy governance. Key Responsibilities

Performance Management Localisation

  • Adapt the global performance framework to local needs: set goals, define evaluation criteria, and manage cadence.

  • Drive performance-cycle execution, ensure timely feedback, and data-driven application.

Incentive Design & Delivery

  • Co-develop and roll out local bonus, spot-bonus, and special-grant programmes, aligned with global policy.

  • Manage payout workflows, track documentation, and close the performance-to-reward loop.

Training & Development

  • Map local training needs to global curriculum; design and implement custom courses.

  • Establish end-to-end processes for needs analysis, delivery, evaluation, and report on ROI.

Career Progression & Talent Review

  • Localise job-grade structures and promotion criteria; coordinate annual promotion cycles and talent reviews.

  • Produce policy guides, process flows, and evaluation templates to ensure transparency.

Policy & Process Governance

  • Draft and maintain local OD/HR policy documents, process maps, and SOPs.

  • Collaborate with headquarters OD, HRBPs, and business leads to refine and iterate best practices.

Requirements

  • Diploma or above in HR Management, Organisational Behaviour, Business Administration, or related; HRP CP/SHRM-CP preferred.

  • 3-6 years in HR or Organisational Development, with hands-on exposure to at least two modules among performance, reward, training, or promotions.

  • Proven track record in process design and policy documentation.

  • Strong project-management discipline and data orientation.

  • Proficiency in Microsoft Office and HRMS/ERP.

  • Cross-cultural collaboration; comfortable with occasional overseas travel.
