1. Employee Engagement
- Develop and implement strategies to improve employee satisfaction, morale, and retention.
- Organize and oversee staff engagement activities, recognition programs, and feedback channels.
- Conduct regular surveys and focus groups to assess workplace climate and address concerns proactively.
2. Recruitment & Talent Acquisition
- Manage end-to-end recruitment processes including job postings, interviews, selection, and onboarding.
- Build talent pipelines for key roles and maintain strong relationships with recruitment agencies and institutions.
- Ensure recruitment practices support diversity, equity, and inclusion.
3. Training & Development
- Identify training needs and develop annual training plans in line with business objectives.
- Oversee the design, delivery, and evaluation of internal and external training programs.
- Monitor training budgets and ensure ROI on learning initiatives.
4. Industrial Relations & Union Matters
- Serve as the primary liaison between management and union representatives.
- Manage collective bargaining processes, grievance handling, and dispute resolution.
- Ensure compliance with labor laws, collective agreements, and workplace regulations.
- Advise management on labor relations strategies and implications.
5. HR Department Restructuring & Transformation
- Review the existing HR structure, processes, and policies to identify areas for improvement.
- Redesign roles, responsibilities, workflows, and reporting lines for maximum efficiency.
- Implement new HR systems, tools, and best practices to streamline operations.
- Drive change management initiatives to ensure smooth transition during restructuring.
6. HR Operations & Compliance
- Oversee HR policies, procedures, and documentation to ensure legal compliance.
- Maintain accurate HR records, contracts, and reports.
- Support HR audits and statutory reporting.
- Bachelor’s degree in Human Resource Management, Business Administration, or related field (Master’s degree preferred).
- At least 10-15 years of progressive HR experience, with 5+ years in a managerial role.
- Proven track record in employee engagement, recruitment, training, union/industrial relations, and HR restructuring.
- Strong understanding of employment laws, HR best practices, and labor regulations in Singapore.
- Experience working in unionized environments preferred.
