Job description

1. Employee Engagement
  • Develop and implement strategies to improve employee satisfaction, morale, and retention.
  • Organize and oversee staff engagement activities, recognition programs, and feedback channels.
  • Conduct regular surveys and focus groups to assess workplace climate and address concerns proactively.
2. Recruitment & Talent Acquisition
  • Manage end-to-end recruitment processes including job postings, interviews, selection, and onboarding.
  • Build talent pipelines for key roles and maintain strong relationships with recruitment agencies and institutions.
  • Ensure recruitment practices support diversity, equity, and inclusion.
3. Training & Development
  • Identify training needs and develop annual training plans in line with business objectives.
  • Oversee the design, delivery, and evaluation of internal and external training programs.
  • Monitor training budgets and ensure ROI on learning initiatives.
4. Industrial Relations & Union Matters
  • Serve as the primary liaison between management and union representatives.
  • Manage collective bargaining processes, grievance handling, and dispute resolution.
  • Ensure compliance with labor laws, collective agreements, and workplace regulations.
  • Advise management on labor relations strategies and implications.
5. HR Department Restructuring & Transformation
  • Review the existing HR structure, processes, and policies to identify areas for improvement.
  • Redesign roles, responsibilities, workflows, and reporting lines for maximum efficiency.
  • Implement new HR systems, tools, and best practices to streamline operations.
  • Drive change management initiatives to ensure smooth transition during restructuring.
6. HR Operations & Compliance
  • Oversee HR policies, procedures, and documentation to ensure legal compliance.
  • Maintain accurate HR records, contracts, and reports.
  • Support HR audits and statutory reporting.
  • Bachelor’s degree in Human Resource Management, Business Administration, or related field (Master’s degree preferred).
  • At least 10-15 years of progressive HR experience, with 5+ years in a managerial role.
  • Proven track record in employee engagement, recruitment, training, union/industrial relations, and HR restructuring.
  • Strong understanding of employment laws, HR best practices, and labor regulations in Singapore.
  • Experience working in unionized environments preferred.
