The successful incumbent will oversee and manage the full spectrum of blue-collar foreign worker administration and operations, ensuring compliance with regulatory requirements and supporting a smooth onboarding and employment lifecycle for PSA’s foreign workforce.

Key Responsibilities

1. Recruitment and Repatriation

  • Support the recruitment of blue-collar foreign workers, including liaising with licensed employment agencies and coordinating selection processes.
  • Oversee repatriation procedures, ensuring compliance with MOM regulations and managing travel arrangements, final payments, and necessary documentation.

2. Foreign Worker Onboarding and Offboarding

  • Coordinate end-to-end onboarding processes for foreign workers, including medical examinations, accommodation arrangements, orientation programmes, and issuance of work passes.
  • Ensure smooth and compliant offboarding procedures, including cancellation of work passes, clearance of outstanding matters, and coordination of exit logistics.

3. Work Pass and Quota Management

  • Administer the application, renewal, and cancellation of Work Permits, S Passes, and other relevant work passes in full compliance with MOM guidelines.
  • Monitor pass validity and manage quota usage to support operational needs while ensuring compliance with regulatory caps and company policies.

4. Liaison with Authorities and Regulatory Compliance

  • Act as the primary point of contact with MOM and relevant authorities on all matters related to blue-collar foreign workers, including inspections, audits, and policy updates.
  • Stay updated on changes in foreign manpower regulations and ensure timely communication and implementation across relevant functions.

5.Documentation and Reporting

  • Maintain accurate and up-to-date records of all foreign workers, including employment contracts, work pass documents, and personal details.
  • Generate reports on foreign workforce metrics, pass status, quota utilisation, and other key indicators for internal review and external reporting as required.

6. Process Improvement and Policy Implementation

  • Review and enhance processes related to foreign worker management to improve efficiency and ensure compliance.
  • Support the development and implementation of HR policies and SOPs relating to the management of blue-collar foreign workers.
  • Drive process improvement initiatives independently.

7. Stakeholder Engagement

  • Work closely with internal departments and external partners (e.g., employment agencies) to ensure a seamless foreign worker experience.

Requirements

  • Degree in Human Resource Management or related discipline.
  • At least 3–4 years of relevant HR experience in foreign worker management
  • Strong knowledge on Singapore employment law, MOM regulations and Work Permit / S Pass processes.
  • Strong communication and coordination skills.
  • Meticulous and able to work independently in a fast-paced environment.
  • Familiarity with overseas recruitment channels and international hiring processes
