Senior Executive, Quantity Surveyor (Facilities / Engineering)

Job Responsibilities:

1. The Lead Quantity Surveyor shall lead the team in the following works:

2. Prepare cost estimation, endorse and ensure timely submission to Customer’s Superintending Officer for approval.

3. Prepare financial projection and carry out budgetary and expenditure control of Contractor’s work.

4. Prepare monthly payment claims and certify Term Contracts, ensuring timely and complete submissions to the Customer’s Superintending Officer for payment.

5. Evaluate Contractors' claims (including Payment Certificate (COP), ensuring they are correct in accordance with the Maintenance Term Contracts and Contract Price/contract rates).

6. Review and finalize all draft Final Accounts (FA) of Term Contracts and prepare the draft Final Account of MA Contract for submission to the Customer for vetting.

7. Evaluate, verify, and recommend “star rate items” submitted by Contractors, before the start of works, ensuring they are reasonable and in accordance with fair market prices for the Superintending Officer’s acceptance.

8. Record all-star rates and quotation rates, analyze and review for future use.

9. Prepare tender documents/specifications.

10. Provide advice on contractual claims, disputes, and cost variations.

11. Liaise with clients, contractors, and stakeholders on cost-related matters.

Job Requirements:

1. Accredited or Registered member with the Singapore Institute of Surveyors and Valuers.

2. A minimum of 5 years of relevant local working experience.
