Job description

The National Kidney Foundation (NKF) is dedicated to promoting kidney health and providing quality, highly subsidised dialysis treatment and holistic care to patients. While supporting kidney failure patients with quality dialysis treatment and integrated care, NKF’s greater mission lies in preventing or delaying kidney failure through kidney health education, with deeper integration into the community and strategic collaborative partnerships.

Key goals include tackling the growing prevalence of kidney failure, enhancing patient support and care, and leveraging innovative technologies to improve quality and efficacy of treatment, enabling patients to thrive on dialysis. With a steadfast focus on these initiatives, NKF aims to be at the forefront of kidney health in Singapore.

We are seeking a strategic and process-driven Senior Executive, Purchasing to join the team. Reporting to the Purchasing Manager, you will lead the development and execution of procurement strategies, oversee supplier management, implement procurement systems, and drive operational efficiency to maintain affordability and service excellence. Your responsibilities are as follows:

MAIN RESPONSIBILITIES

  1. Procurement Governance

    • Oversees the development and execution of sourcing strategies across all categories within span of control including targets, timelines and resource plans.

    • Implement best practices in procurement and supplier management to support operational objectives and maintain affordability.

    • Ensures the execution of standards, controls, policies, procedures and performance metrics to effectively and efficiently manage the acquisition of supplies, equipment and services.

    • Implement procurement, inventory management systems, simplify processes, lower cost of acquisition and increase productivity.

    • Monitor and review of contract compliance, ensuring that contract is renewed timely.

    • Oversees approval processes by the various committees.

    • Secretariat to Tender Committee.

    • Put in place proper documentation for audit trail.

  2. Strategic Procurement

    • Leads rigorous and objective contract negotiations with key internal stakeholders, legal department and support groups.

    • Maintains strong working relationships with strategic suppliers to achieve cost, quality, and delivery targets and outcomes.

    • Set up processes to monitor, evaluate and improve supplier’s performance with internal stakeholders and suppliers.

    • Establish site visits, after-sales, inventory management and stockpile agreement.

    • Builds market intelligence capabilities within the category management team on key markets, suppliers and solutions to support strategy development purposes.

    • Analyses market and delivery trends so as to develop procurement technologies and processes that support those trends.

    • Updates procurement strategies based on changing market conditions.

    • Groom new suppliers to expand supplier base through best source and network.

  3. Leadership, Supervision and Capability Development

    • Supervises Category Purchasing Executives.

    • Demonstrate leadership in procurement strategy, approach, method, procurement system for NKF.

    • Identifies areas for improvement to continually drive performance and the Foundation’s outcomes.

    • Prepares department’s work plan and monitor progress of the submitted work plan as well as department’s annual financial budget and ensure adherence to the prepared budget.

    • Reviews and develops team capabilities to continuously drive team performance towards achieving department’s deliverables and Foundation’s outcome.

  4. Others

    • Coordination of audits and BCP exercises when necessary.

    • Any duties as assigned by HOD.

QUALIFICATION

  • Bachelor’s degree in Business Administration or Supply Chain Management.

EXPERIENCE

  • At least 3 years of progressively responsible contract management, procurement-related experience.

  • Strategic supply chain management and logistics experience in healthcare will be an advantage.

  • Interacts well with all levels of employees.

  • Good communication, interpersonal and negotiation skills.

  • A good team player.

  • Self-motivated, strong problem solving skills, analytical and able to work under pressure.
