Responsibilities

  • Negotiate pricing, terms, delivery, warranties and contractual terms.
  • Prepare purchase orders, subcontracts, and related commercial docs; support MSAs and subcontract agreements.
  • Track supplier deliverables, manage risks to cost/schedule, and ensure compliance.

JOB SUMMARY

The Senior Procurement Executive will be based in Singapore and support procurement and sub-contracting activities for U.S.-based water and wastewater projects. The role will focus on sourcing engineered equipment, materials, fabrication, integration services and subcontract packages from Asia, predominantly Singapore, Malaysia and India. The position requires strong commercial sourcing capability together with practical knowledge of the water industry, its supplier ecosystem and project procurement requirements. The incumbent will manage RFQs, commercial evaluations, supplier negotiations, purchase orders and subcontracting activities while ensuring cost, quality, schedule and contractual compliance.

ESSENTIAL DUTIES & RESPONSIBILITIES:

In collaboration with U.S. and SG Project Management, Engineering, Procurement, Legal/Contracts and Finance teams:

  • Execute end-to-end sourcing and procurement for U.S.-based water and wastewater projects, with primary supplier development and purchasing activity across Singapore, Malaysia and India.
  • Source and evaluate engineered equipment and packages used in water treatment and industrial water applications, including pumps, valves, piping, tanks, filtration/separation equipment, instrumentation, electrical/control packages, skids, fabrication and related services.
  • Develop and maintain a strong Asia-based supplier and subcontractor network, with particular emphasis on suppliers experienced in water, wastewater, desalination and industrial water treatment projects.
  • Issue RFQs/RFPs, coordinate technical and commercial clarifications, prepare bid tabs and commercial levelling sheets, and make sourcing recommendations based on total cost, technical compliance, schedule, quality and risk.
  • Negotiate pricing, payment terms, delivery schedules, warranties, liquidated damages, commercial exceptions and other contractual terms with suppliers and subcontractors.
  • Prepare and administer purchase orders, subcontracts, service agreements and related commercial documentation; support drafting and review of MSAs and subcontract agreements.
  • Work closely with Engineering and Project teams in the U.S. and SG to ensure supplier quotations and purchase orders align with project specifications, approved vendor requirements and project schedules.
  • Track supplier deliverables, manufacturing progress, documentation, inspection requirements and shipment readiness; proactively elevate risks affecting cost or schedule.
  • Support supplier qualification, capability assessment and performance management, including quality, financial, HSE, insurance and compliance requirements.
  • Identify cost-saving, value-engineering, localization and alternate-sourcing opportunities without compromising project technical or quality requirements.
  • Coordinate international logistics and export documentation for equipment sourced in Asia and shipped to U.S. project locations, working with logistics and project teams as required.
  • Maintain procurement trackers, commitments, savings, forecasts and supplier performance information in accordance with company procurement processes and ERP requirements.
SKILLS / EXPERIENCE / EDUCATION REQUIRED:
  • Bachelor’s degree in Engineering, Supply Chain, Procurement, Business or a related discipline.
  • Approximately 8–14 years of relevant procurement, sourcing or subcontracting experience in an engineering, EPC, water, wastewater, environmental or industrial project environment.
  • Water industry knowledge is critical. Candidates should understand the supplier landscape, major equipment categories and procurement requirements associated with water/wastewater treatment projects.
  • Strong existing supplier knowledge and relationships across Singapore, Malaysia and/or India within the water and engineered-equipment ecosystem are highly desirable.
  • Demonstrated experience sourcing technical CAPEX equipment, fabricated packages and/or project subcontract services.
  • Strong commercial negotiation skills and hands‑on experience with RFQs, bid evaluation, purchase orders and supplier negotiations.
  • Subcontractor sourcing and administration experience is highly desirable.
  • Experience drafting, reviewing and negotiating commercial contracts, MSAs, purchase terms and subcontract agreements is a strong advantage.
  • Working knowledge of ERP/MRP or procurement systems and disciplined procurement documentation.
  • Experience with international logistics, Incoterms, export documentation and shipments from Asia to the U.S. is advantageous.
  • Excellent written and spoken English; ability to work effectively with U.S.-based stakeholders across time zones.
JOB SPECIFICS:
  • Singapore-based role with responsibility for supporting multiple U.S. projects and collaborating daily with U.S.-based Engineering and Project teams.
  • Comfortable working across time zones and joining calls outside standard Singapore working hours when project requirements demand.
  • Commercially sharp, technically curious and capable of independently challenging supplier quotations and commercial positions.
  • Strong attention to detail, ownership and follow-through in a fast-paced project environment.
  • Able to manage multiple procurement packages simultaneously and prioritize according to project schedule and commercial impact.
  • Works independently with minimal supervision while maintaining strong stakeholder communication and procurement governance.
