Job description

Duties and Responsibilities of Senior Executive, Security & Safety, Office of Property Management

To ensure that the daily operations of various security and emergency systems in the School are in good order and to provide maintenance support to Office of Property Management.

To oversee that the security services and concierge services support seamless operational delivery and enhance the public-facing support functions in the School.

To manage end-users’ requests for security and safety related services and assist in overseeing all upgrading/cyclical replacement works that are related to security and safety aspects.

Key responsibilities include the following:

Daily Operations of Security Surveillance Emergency System:

  • Plan and implement preventive maintenance programs and corrective maintenance works for all systems that are related to security and emergency.

  • Procure service contracts and liaise with relevant service providers to implement rectification works.

  • Coordinate with consultants, specialists, and sub-contractors on all technical issues as well as defect rectification matters to ensure works are carry out timely and satisfactory in accordance with schedule of works.

  • Investigate latent defects issues, review and challenge technical recommendations and solutions from the service providers or outsourced contractors on any technical matters and CAPEX works.

  • Assist in overseeing all upgrading or cyclical replacement works that are related to security and emergency.

  • Propose, plan, coordinate capital asset enhancement / upgrade projects, Addition and Alterations on facilities improvement works.

  • Responsible for the overall coordination and supervision of contractors in troubleshooting, preventive maintenance, corrective maintenance and breakdown maintenance works.

  • Carry out maintenance and breakdown works scheduling, materials requisition, cost control, project supervision and documentation.

  • Support the budgeting process and track the cost controlling of expenses.

  • Take on ad-hoc duties as assigned by reporting officer or management of the school as and when required.

  • Be on-call availability after normal working hours for emergency needs as required.

  • Manage Faculties’ CAPEX Purchase Requisition.

  • Manage Facility Booking System.

  • Manage Proxy Safe Key Press Management System.

Security & Safety Services Management:

  • Supervise the outsourced security team, including concierge services, and ensure that deployment of manpower meet contract and site requirements.

  • Plan, control, organize and monitor all security operations to ensure that they are consistent with the asset objectives and standards of accreditation or regulatory agencies, including compliance with building safety requirements and standards. Security operations include safety related protocols during peace time and emergency procedures.

  • Review of Standard Operating Procedures on security operations from time to time as and when required, including conducting of risk assessments.

  • Conduct regular operational briefings, incident reviews, night inspections and maintain clocking reports.

  • Investigate and document security breaches and lost-and-found incidents within the School and maintain close coordination with neighbouring buildings in Orchard Safety & Security Watch Group.

  • Manage end-users’ requests for security services and their visitors and vendors’ security clearance.

  • Review the Risk Assessment Management System on school premises / building / environment and road safety from time to time for improvement where required to ensure quality of works is achieved and safety regulations are complied Standard Operating Procedures e.g. emergency response procedures.

  • Support school-wide events and key activities by taking the lead for security-on-the-ground operations, including security manpower deployment planning, crowd control, traffic control and carpark lots management.

Carpark Management:

  • Maintain the carpark system to ensure that both software and hardware systems are working in operational order.

  • Manage the records and programming of season parking holders and complimentary parking coupon holders.

  • Ensure the carpark transaction settlements for hourly parking are pushed to NETS and LTA for revenue earning.

  • Conduct balloting exercise annually for season parking.

  • Work with Office of Venue Management to ensure that complimentary parking for hirers are programmed.

Systems Oversight:

  • Card Access System (programming and printing of new staff pass and monitoring of system health)

  • CCTV System (reviewing of cameras positions and surveillance footages for incident review)

  • PA System (testing of announcements for clarity without disturbing the neighbouring buildings)

  • Panic Alarm System (ensuring that there are no false alarm activation)

  • Intercom System (ensuring that audio and video inputs and outputs are clear and visible)

  • Various other security systems that are related to entry/exit access points

Safety and Emergency Preparedness:

  • Work with Fire Safety Manager to lead emergency briefings and drills and compliance checks for all systems in the Fire Command Centre.

  • In the capacity of Security Manager, ensure that all entry/exit access points are controlled and monitored during emergencies.

Environment Health and Safety (EHS) / Workplace Safety and Health (WSH):

  • Assist in Safety Committee meetings and ensure action items are followed up.

  • Maintain PPE inventory.

  • Work with Office of Student Affairs to ensure first aid medical supplies for the Student Population are adequately replenished from time to time.

  • Ensure vendors’ compliance on security and safety related matters.

Permit-To-Work (PTW):

  • Oversee the PTW process for retail tenants’ activities such as renovation and moving in / out of furniture.

Job Requirement

  • Minimum Diploma/Degree in Facilities Management, Engineering, Properties Management or equivalent.

  • Minimum 5 years of relevant experience in facilities management, building and engineering services, preferably in education and commercial sectors.

  • Proven experience in vendor and contract management.

  • Possessstrong communication and interpersonal skills.

  • Strong understanding of buildingsecurityand safety systems.

  • Familiar with local regulatory requirements in building operations especially in safety and security.

  • Certification in Fire Safety Manager and/or Workplace Safety andHealth will be an advantage.
