Job description:

The healthcare ecosystem is embarking on a multi-year transformational journey to transform care from reactive care for the sick towards preventive care for the well, also known as Healthier SG. This is complemented by the push to uplift digital services in the consumer space, and the development of new innovative solutions to support the shifts in Singapore's healthcare delivery towards greater virtualization of care, and digitization of services. As part of the series of transformations, we are looking to broaden the scope of our national healthcare programmes to emerging areas, such as the harnessing of genomic information to maximise the effectiveness of disease prevention and treatment, conceptualisation of a future digital services landscape, and recognition of Traditional Complementary Medicine under Healthier SG. Technology systems will be needed to digitalise, integrate, and contextualise information for service providers, as well as engage individuals.

You will play an important role in contributing to the IT planning and strategy formulation of key national programmes and contribute to the digitalisation and transformation of the healthcare sector in Singapore towards the achievement of Population Health outcomes.

You will need to work closely with diverse stakeholders such as MOH, MOH agencies, information technology agencies, healthcare clusters headquarters and MOH task groups to contribute to the planning and development of transformational services to bring better health outcomes and greater convenience to the public.

Specifically, you will be involved in a wide variety of projects such as the conceptualisation of a future IT landscape for emerging areas such as Precision Medicine, and Traditional Complementary Medicine, Healthcare digital services. You will be part of a team to plan and manage new innovative solutions in Singapore's healthcare delivery for the national programmes. You may also be asked to help to review the business case for healthcare IT projects, funding requirements, governance, performance outcomes, and post-implementation reviews on IT projects.

• Strategy and Planning: Align with and support national healthcare strategies and programmes, formulate well thought-out digital services initiatives and product planning & policy in accordance with strategic directions.
• Stakeholder Engagement: Engage with and seek buy-in from government/government agency stakeholders, clusters headquarters and digital reps on national initiatives that intersect with digital services.
• Digital technology development: Understand and apply new technologies and innovation areas, such as in the Digital Services space, in driving digital initiatives and enhancements to improve service delivery, app user experience and usage, seek out new opportunities for collaboration.
• Governance and Processes: Formulate and implement governance processes and frameworks for planning and implementation work, decision making, and expenditure of government monies e.g., cost and value for money assessments.

• Min. Degree of any discipline
• Up to 2-5 years of experience in IT/ tech domain or sector, preferably with experience related to healthcare or public service
• Ability to collaborate with stakeholders to understand and define their near-term and long-term business needs and aspirations
• Ability to take a broad and strategic perspective, and able to drill down to understand specific project details.
• Ability to support multiple concurrent program initiatives through prioritization; ability to identify and drive issues to a quick resolution while balancing the needs of the business, the customer and the team
• Strong verbal and written communication, analytical and negotiation skills, able to translate complex, technical subjects into clear and concise communications to a variety of key stakeholders of different levels
• Motivated individual and an effective team player.
• Relevant degree from a reputable university.
• Some experience in and understanding of government or healthcare IT policies, standards and projects is an added advantage.
• Some experience in Service Journey Mapping/design and related methodologies such as Design Thinking is an added advantage.
