Job description

What the role is:

The Ministry of Home Affairs (MHA) aspires to be a world-class organisation in delivering safety and security for our people. In pursuing our mission to make Singapore our Safe and Secure Best Home, we remain always constant and true to our core values of Honour and Unity.The Planning & Organisation Division (P&O) Strategic Planning Directorate oversees strategic planning and organisational performance management across MHA, ensuring plans align with MHA's key priorities and outcomes. The Directorate helps prepare MHA for the future through both long-term and short-term planning initiatives. The Job Holder will be part of the team that leads workstreams focused on maintaining MHA-wide transformation momentum, strengthening engagement and communications with MHA agencies, and sharing transformation progress through various MHA platforms.

What you will be working on:

The key responsibility of the Job Holder will be in the conceptualisation, planning and execution of the Home Team Festival (HTF). The HTF is a signature MHA event (visitor-ship of more than 130,000 for last HTF) organised once every 3 years. HTF is a major platform for the HT to engage the community, to showcase the HT’s future-readiness and to build and sustain the public’s trust in the HT. For HT officers, HTF reinforces the sense of identity and pride in being a HT officer. The next HTF is planned to take place in November 2026.The Job Holder will be part of the secretariat team supporting the HTF organising committee (OC). Key responsibilities include engaging and coordinating across the various sub-committees (SCs), to ensure the event is executed smoothly and efficiently. As part of the secretariat duties, the Job Holder needs to coordinate and plan for the monthly OC meetings, track developments and progress of the SCs’ work and facilitate information sharing across the senior management, SCs, and the vendors.In addition to secretariat duties, other responsibilities include staffing key milestone updates to Senior Management; being the liaison officer for the Public Exhibition SC and the Programmes & Activities SC; and covering the duties of liaison officer for the rest of the SCs during the initial planning phase; and supporting the overall site management during the event.Given the dynamic and complex task of organising such a large-scale event, the Job Holder needs to be able to deal with a surge in work or unanticipated assignments, especially during the period leading up to the event.After HTF, the Job Holder will also lead the After-action Review (AAR) process and oversee knowledge management to ensure proper documentation of key documents such as event planning materials, tender documents, and execution plans. He/she will also initiate the planning for the next HTF.Apart from the HTF, the Job Holder will also be required to handle other Strategic Planning workstreams assigned.
