What you will be working on

PSD serves as the functional leader for HR in the Singapore Public Service, with the Chief HR Officer (CHRO) as Head of Profession. The CHRO’s Office (CHROO) aims to position the Singapore Public Service as “The Employer of Choice” to attract, manage and develop officers so that, collectively, we contribute towards building a Trusted Public Service with Citizens at the Centre. The Office professionalises HR in the Public Service and provides professional leadership to some 3,000 HR leaders and officers across the Public Service. We pursue this through five core aims:

  • Building a One trusted HR Community
  • Uplifting Capabilities
  • Increasing Capacity to transform
  • Building Collaboration and benchmarking standards
  • Facilitating HR Career development and branding

Specific Job Responsibilities

  • You will be part of a lean team to plan and drive CHROO’s vision across the Public Service. The CHROO convenes platforms to foster networks and collaboration across agency/function, facilitates sectoral dialogue and develops strategies to invest in capability and capacity building for the HR community.
  • Your work will involve working with stakeholders to deliver CHROO’s key objectives:
  • Drive HR workforce transformation through Strategic Workforce Planning and competency-based interventions, based on keen understanding of stakeholders’ business and workforce needs.
  • Set clear vision and operating doctrine for HR to drive HR professionalisation.
  • Drive cross agency/sector collaboration to co-create solutions to common issues and challenges from ensuring effective delivery of HR services to developing a future HR operating model.
  • Develop career development strategies and initiatives in supporting the attraction and development of HR professionals in the Public Service.
  • Drive public sector wide HR programs to build capabilities, e.g. manage HR Professional Development Program, Structured Job Rotation, Talent Attachment Program, etc.
  • Design and implement engagement channels and communities of practice to foster knowledge sharing and to build a trusted and well-networked HR community.
  • Convene community learning platforms with global thought leaders, leading practitioners, professional service firms and professional bodies to plug into industry developments at the national and global levels and adapt for use in the Public Service.
  • Lead data-driven analyses of workforce metrics and surveys to develop evidence-based recommendations for CHROO's strategic initiatives, HR transformation and professionalisation efforts across the Public Service.

Foster strong relationships and networks within and across agencies, so as to build trust, influence effectively, facilitate conversations and collaborations. To achieve this, you should possess the ability to communicate effectively through strong written and oral presentation.
  • [Improving and Innovating Continuously] Open to experiment with new ideas to improve work processes and service delivery while managing risks and considering the perspectives of different stakeholders.

Work Experience

  • At least 2-3 years of HR experience in a large organisation, preferably driving strategic changes in close partnership with stakeholders at all levels.
