NEA National Environment Agency in Singapore seeks an officer to uphold environmental public health standards through investigation and enforcement. You will conduct end-to-end investigations, issue notices, and support enforcement actions under EPHA, CVPA, and PCA within the IES at the Central Regional Office.

You will report to the Manager, work with a team of officers, review case documents, issue court-related notices, and track case progress within KPI timelines.

Qualifications

  • Relevant background in Public Health, Science, IT, or Engineering.
  • Prior knowledge or experience in investigation or enforcement work.
  • Experience in data analysis is an advantage.

Responsibilities

  • Review and assess enforcement cases ensuring documents are complete before enforcement action.
  • Conduct searches via government systems and issue letters/Orders; interview stakeholders as needed.
  • Prepare and issue enforcement notices and court notices via the enforcement system.
  • Prepare management reports, including consultation with Legal Division.
  • Track and monitor cases to ensure timely actions within timeframes.
  • Attend enquiries, appeals, and feedback from the public; close cases within KPI timelines.
  • Be rotated/posted to field work related to public health as required.

[What the role is]

We are looking for a motivated officer to uphold environmental public health standards through investigation and enforcement work at NEA's Central Regional Office. In this role, you will be part of the Investigation and Enforcement Section (IES), conducting end-to-end investigations and enforcement actions against offences under relevant legislation, including but not limited to the Environmental Public Health Act (EPHA), Control of Vectors and Pesticides Act 1998 (CVPA), and Public Cleansing Act (PCA), in support of NEA's public health objectives.

[What you will be working on]

You will report to the Manager and work within a team of officers in the IES, under the supervision of the Senior Manager, and your responsibilities include:

  • Review and assess enforcement cases related to public health, ensuring case documents (statements, evidence, laboratory results) are complete and accurate before proceeding with enforcement action.
  • Conduct searches via government systems, issue relevant letters and Orders to premises owners and individuals, and where necessary, conduct interviews with feedback providers, premises owners, or individuals in connection with the investigation of the offences.
  • Apply and issue Notices to Attend Court (NTAC), Warning Letters (WL), and Notices of Composition (NOC) via the enforcement system.
  • Prepare reports for submission to the management where required, including consultation with the Legal Division (LD).
  • Track and monitor enforcement cases, ensuring timely follow-up on all case actions within stipulated timeframes.
  • Attend to enquiries, appeals, and feedback from members of public relating to enforcement cases and ensure cases are closed within established KPI timelines.
  • Subject to operational requirements, officers may be rotated or posted to perform field work related to public health.

  • Relevant background or working experience, preferably in Public Health, Science, IT, Engineering, or a related field, with prior knowledge or experience in investigation, enforcement work, or data analysis an advantage.
  • Meticulous and analytical, with the ability to review evidence, identify relevant facts, and produce well-documented investigation reports.
  • Strong mental resilience and professionalism, with the ability to remain calm and objective when handling sensitive or difficult interactions.
  • Good interpersonal and communication skills, with the ability to engage effectively with members of public, alleged offenders, and internal and external stakeholders.
  • Organised and able to manage multiple cases simultaneously, with strong administrative and documentation skills.
