What the role is

The IWMF is an integral part of NEA’s long-term plan to meet Singapore’s future solid waste management needs. You will be part of the project management team working on the development of the Integrated Waste Management Facility (IWMF), a key infrastructure of the Tuas Nexus.

What you will be working on

The detailed work scope and responsibilities are as follows:

  • Participate with the technical teams in discussions with key stakeholders to ensure overall delivery of the project
  • Assist in overseeing the works of the IWMF contractors and management of IWMF contracts
  • Work with project consultants and key stakeholders, such as other government agencies, on the design of the various facilities in IWMF as well as supervise the construction and commissioning of the IWMF
  • Responsible for pre and post-contract activities and contract management
  • Prepare cost estimation, cost review, book-keeping of the expenses and project budgeting
  • Manage contractors’ claims, contract variations, milestone payments, invoices and account settlements
  • Work with appointed insurance broker for project insurance coverage
  • Work with finance department on project financing matters including bond raising
  • Prepare specifications of relevant tenders and quotation works that may be necessary for the development of IWMF
  • Prepare presentation materials to update management and relevant authorities
  • Part of the team to supervise work progress at construction sites as well as in the testing, commissioning of engineering equipment/systems at construction sites
  • Witness and verify factory acceptance tests (FATs) of major equipment/systems at local and overseas factories
  • Work on public engagement and educational matters in relation to waste management and IWMF such as media releases and development of visitors’ gallery
  • May be deployed to incineration plants for training if necessary

What we are looking for

  • Possess a degree in Engineering (Mechanical, Electrical or Chemical Engineering)
  • Preferably with 3-5 years of relevant infrastructure and building experience including site management and project management (fresh graduates are welcomed to apply)
  • Possess good technical background and strong analytical skills. Knowledge in solid waste management would be an advantage
  • Possess working experience in handling contract variations, claims assessment, budgeting, cost control, and project insurance. Knowledge in quantity surveying or Public Sector Standard Contract of Conditions (PSSCOC) would be an advantage
  • Proficient in Microsoft Office, and preferably in NEWforma and Navisworks
  • Mature, independent, resourceful, and a good team player
  • Good interpersonal communication, presentation and writing skills
  • Able to work at construction site
  • Able to work at incineration plants, if necessary
