Job summary

World Bank Group is seeking a Senior Energy Specialist in Singapore to lead investment operations and policy dialogue for Southeast Asia’s energy sector. You will supervise energy project financing, engage with governments, regulators, and partners, and drive regional energy connectivity and private-sector mobilization.

The role requires a strong background in energy finance, regional power markets, and experience with multilateral financing instruments.

Qualifications

• Master's degree or higher in economics, finance, engineering, or related field.
• Strong financial and economic analysis skills across sector, utility, and project level modeling.
• Experience with IBRD/IFC/MIGA financing instruments and private capital mobilization.

Responsibilities

• Conceptualize and lead investment operations leveraging private capital for energy projects.
• Lead policy dialogue with governments, regulators, and stakeholders on cross-border electricity trade and market development.
• Supervise portfolio of IPF and PforR operations with risk-mitigation instruments.
• Coordinate with partners and regional organizations to mobilize resources for APG priorities.
• Lead sector analysis on regional power trade, planning, and market design.
• Prepare regional and country briefings and portfolio reviews with timely, technically sound outputs.
• Identify innovative financing and risk-allocation approaches for cross-border energy projects.
• Organize knowledge sharing and contribute to publications on energy finance and power-system integration.
• Participate in energy practice-wide knowledge sharing across regions.
