Job summary

Cognizant Technology Solutions Asia Pacific PTE. LTD. in Singapore seeks an experienced Technical Lead to architect, design, and deliver a large-scale data platform on GCC using AWS services for a public sector program.

You will oversee data governance, MDM via TIBCO EBX, ETL modernization, and enterprise integrations, collaborating with public sector teams and infrastructure to ensure secure, scalable solutions.

Qualifications

• 8+ years in data engineering and solution architecture.
• 5+ years of AWS cloud experience.
• Singapore Public Sector experience on GCC under WOG/IM8 frameworks.
• Talend Data Catalog / AWS Glue Data Catalog experience.
• Experience with Neo4j Graph DB is a plus.
• Security standards: OAuth 2.0, OIDC, SAML, JWT, mTLS.

Responsibilities

• Lead the technical design and implementation of enterprise data platforms on AWS GCC.
• Define target-state architecture for data ingestion, transformation, storage, governance, and reporting.
• Drive cloud-native modernization initiatives and technology roadmap.
• Work closely with enterprise architects, business stakeholders, Public Sector teams, and infrastructure teams.
• Lead Talend ETL development and migration toward AWS-native services.
• Ensure data quality, reliability, scalability, and performance optimization.
• Implement enterprise data governance frameworks and manage metadata/ lineage catalogs.
• Lead MDM administration and migration planning (TIBCO EBX to AWS-native MDM).
• Design API-first integrations following Public Sector and WOG standards.
• Support real-time, near real-time, and batch integration patterns.
