The Role
We are looking for a Senior Cost Management Manager.The role will be based at Client’s Singapore office.The role will provide Services supporting the full project lifecycle) across multiple regions, including Asia-Pacific (APAC), the Middle East, Europe, and Africa. This role is structured a 40-hour work week, Monday to Friday, and will observe the public holiday schedule as gazetted by the Singapore’s Ministry of Manpower.

A typical day may involve.
Preconstruction
Prepare conceptual estimates and cost studies using parametric data to develop initial order-of-magnitude budgets for various alternatives and phases.
Conduct sensitivity analyses (e.g., Minimum / Best Guess / Worst Case) to evaluate how varying assumptions or key variables impact project cost estimates.
Develop detailed cost estimates with quantitative take-offs based on architectural drawings, incorporating local market unit rates.
Perform cost benchmarking to evaluate commercial proposals from General Contractors (GC), and other suppliers, using recent local market unit rates.
Identify cost-saving opportunities through value engineering, innovation, and best practices.
Identify any long-lead items and potential supply chain risks and recommend alternative solutions.
Identify and recommend qualified general contractors, suppliers, and vendors across all trades, both locally and regionally.
Develop contracting plan that outlines all trade packages.
Assist in the preparation of tender documentation tailored to local project requirements, including scope of works, contract conditions, codes and standards, preambles, tender conditions, pricing schedules, drawings, specifications, and project briefs.
Provide procurement strategy analysis, comparing various procurement methods and recommending the most suitable approach.
Create and maintain cash flow forecasts at regular intervals, including variance analysis between revisions throughout project lifecycle (see Exhibit 1).
Contribute to and prepare reports, to support execution and to communicate project status to external stakeholders: -
Monthly project status report (including VOWD, Commitments, Forecast, Variances, MOCs)
Contribute to quarterly Business Unit MCP reports (2+10, 5+7, 8+4, 2+10)
2. Post-Contract
Create and maintain a monthly cost report detailing financial information relevant to the construction project, including anticipated costs, change control, and contingency drawdowns.
Review monthly invoices submitted by the General Contractor (GC), conduct site visits to verify completed work, and provide payment recommendations to Client.
Offer proactive cost management insights to help ensure the project remains within budget by monitoring expenditures and identifying opportunities for cost optimization.
Review change orders issued by the GC for scope accuracy, validate labor and material rates, and confirm compliance with contractually agreed markups.
Participate in key construction-related meetings to stay aligned with project progress and decisions.
Lead final account negotiations and agreement upon project completion.
Collaborate with Client’s Finance team to understand accrual timing requirements and align on accrual handling processes.
Contribute data and lessons learned to Client’s historical database, supporting activities such as project close-out, root cause analysis, lookbacks, cost of goods and services forecasting, and market intelligence gathering.
