Job summary

Seatrium (SG) Pte. Ltd. is seeking a seasoned commissioning and safety specialist to lead field testing and ensure compliance with safety, quality and regulatory requirements at the Tuas South Yard.

The role involves defining risk analyses, planning manpower, coordinating with project managers and clients, and supervising testing/inspection activities to ensure timely project completion.

Qualifications

• Diploma/Degree in Engineering with welding inspection and NDE certificates.
• 7-10 years of relevant work experience.
• Experience in EPC projects for Oil & Gas, Offshore Renewables & System.

Responsibilities

• Ensure all safety procedures and regulations are complied with and maintain good housekeeping at site.
• Ensure SOPs comply with specifications, quality standards, statutory and regulatory requirements.
• Promote safe working procedures to prevent incidents.
• Prepare and carry out risk analysis (RA) and JHA for the work.
• Decide manpower requirements in consultation with the Project Manager / Commissioning Manager / yard manager.
• Proficient with testing procedures and applicable rules and regulations of regulatory bodies.
• Identify system boundaries and prepare inspection check sheets.
• Prepare commissioning procedures per specifications and be familiar with commissioning manuals.
• Take precautions to ensure the work site is safe for testing/commissioning; coordinate works in VSCC and raise permits and carry out LOTO.
• Inspect the equipment (OFE and YFE) and prepare preservation requirements.
• Schedule Service Engineers’ requirements and inform them of test dates and monitor their work.
• Arrange for protection, preservation maintenance of equipment and systems.
• Allocate systems to supervisors and sections involved in operations.
• Coordinate testing/commissioning with Engineering, Estimating & Analysis, Project Manager, QA Dept / Client and classification surveyors.
• Liaise with owners, class surveyors and government bodies regarding project requirements and manage commissioning activities.
• Plan and schedule testing/commissioning on a project basis and manage logistics.
• Ensure timely completion of project.
• Attend FAT / testing of equipment as necessary.
• Manage career development and training of staff.
• Any other assigned duties and responsibilities.
