Job summary

A*STAR - Agency for Science, Technology and Research in Singapore invites a Senior Assistant Director to manage three portfolios and drive infrastructure-related sustainability initiatives, including culture building, incentivisation, and annual reporting.

You will lead campaigns, collaborate with researchers and facilities, and engage stakeholders to embed sustainability values, monitor KPIs, and refine approaches.

Responsibilities

• Lead development and implementation of sustainability campaigns and capability-building strategies to foster a strong sustainability culture across research institutes and corporate functions.
• Partner and co-create with researchers, lab managers, facilities teams and external experts to develop resources (e.g., playbook) and organise events to promote awareness, ownership, and behavioural change in sustainability practices.
• Drive engagement through change management skills using multi-channel platforms (eDMs, intranet, events, workshops) to embed sustainability values and encourage participation across diverse stakeholder groups.
• Monitor culture adoption and programme effectiveness using defined KPIs, and continuously refine approaches through stakeholder collaboration.
• Work with REs to implement opportunities for sustainability value creation and capture, enhancing A*STAR’s sustainability performance and building a sustainability culture among individuals and entities.
• Develop and manage the implementation of the incentivisation and recognition programme to reduce resource utilisation and utilities, applying strong project-management capabilities to ensure effective planning, coordination and delivery.
• Engage large and diverse stakeholders, including RI‑EDs, HODs and over 30 Eco‑Reps to solicit support for participation.
• Understand sustainability standards (e.g., ISSB, GRI, GHG, SBTi, TCFD) and work on gaps toward ISSB Sustainability reporting for A*STAR.
• Prepare and seek approval for the annual SR, drafted in accordance with the latest sustainability requirements on our four pillars (Governance, Environment, Social and R&D).
• Manage the A*STAR emissions portfolio (Scope 1, 2 and 3), including evaluating the relevance of the 15 categories of Scope 3 GHG emissions, engaging internal and external stakeholders to gather data, monitor and analyse emissions, identify hotspots and recommend abatement plans.
• Collaborate with over 40 research and corporate entities to gather, analyse data and information and draft the SR.
