Job description

What the role is:

Energy security is an existential issue for Singapore. With the growing climate imperative, a global energy transition shifting to low-carbon fuels is underway. At the same time, geopolitical pressures are causing significant stresses in energy markets, leading to risks of supply disruptions and significant price volatility. The energy transition will be especially challenging for Singapore, given our scarce natural resources and limited renewable energy options. One of Singapore’s biggest challenges over the next few decades is to secure a low-carbon energy supply that is reliable and cost-competitive. The future of Singapore’s energy landscape depends on our ability to harness four switches – natural gas, solar, electricity imports, and low-carbon solutions such as hydrogen, ammonia and carbon capture and storage.

What you will be working on:

METI’s Energy and Carbon (E&C) Cluster leads initiatives to reduce emissions and drive the transition to a low-carbon economy, while ensuring energy security and cost-competitiveness, and enabling Singapore to sustain economic growth. Officers in this cluster develop energy and carbon markets, plan energy infrastructure, build Singapore’s capabilities to harness low-carbon energy sources, and manage emission trajectories and carbon budgets. You will collaborate with stakeholders across Government, industry, and international partners to support sustainable economic transformation and green growth through strategic planning, policy analysis, and partnerships. The Low-Carbon Energy division within the E&C Cluster takes the lead in:

  • Developing, implementing and monitoring various alternative energy sources for Singapore, including solar, hydrogen in its various forms, bioenergy, geothermal energy, as well as other promising low-carbon technologies.
  • Devising new policies to ensure that new energy solutions can be productively deployed and scaled sufficiently to help meet our 2050 net zero goals.
  • Overseeing issues relating to energy, grid, storage and carbon transformation Research & Development in Singapore. This could also entail the development of new climate technology pilot funding scheme, working directly with global climate tech solution providers, academics, and investors.

Your responsibilities may include one or more of the following workstreams:

  • Develop strategies and policies to support the implementation of the Singapore National Hydrogen Strategy (published in October 2022), with a focus on:
    • Development of commercial industry projects to develop hydrogen supply chains in Singapore
    • Long-term infrastructure and land planning
    • Competitive monitoring
    • Advancement of international collaboration to leverage like-minded partners’ efforts to advance regional hydrogen supply chains and interoperable standards and regulations
    • Facilitate collaborations across key stakeholders, involving Government agencies, industry players, academia and international counterparts as appropriate
  • Develop and implement R&D strategies in areas that are critical to Singapore’s energy interests and supports the development of Singapore enterprise
  • Engage with new energy and decarbonization-focused companies and funds to track, monitor and make relevant recommendations with regards to the latest developments in the climate technology realm
  • Develop and implement communications and engagement plans with regard to Singapore’s alternative energy policies
  • Monitor developments in global energy landscape and analyse implications for domestic energy policies to enable these developments
What we are looking for:

We are looking for matured, driven, self-aware, coachable and capable individuals who possess a strong desire to contribute and directly enable Singapore’s energy transition, thrive in a fast-moving environment across organisational boundaries and geographies, have a strong interest in alternative energy technologies and policies, and are equipped with the following qualities and competencies:

  • Experience in policy review and formulation
  • 0 to 9 years of relevant experience in sustainability and energy-related fields, or engineering or science background
  • Strong analytical skills, with quantitative analytical skills and financial modelling as a strong advantage
  • Strong written and verbal communication skills, preferably with additional language competencies
  • Ability to pick up new content areas quickly, and assimilate knowledge from a wide variety of sources to provide policy recommendations
  • Comfortable working with a wide range of stakeholders, both within and beyond the public service, which requires strong interpersonal, organisational and communication skills
  • Ability to work well both independently and as part of a team
  • Be driven, meticulous and resourceful
  • Proven track record of leadership. Coaching experience would be a plus
  • Open to travel occasionally for official duties
