Job summary

Qualifications

  • Bachelor’s degree in planning, architecture, engineering, real estate, estate management, or related field.
  • At least 7 years of infrastructure planning or policy experience.
  • Experience in healthcare infrastructure or public-sector planning is advantageous.
  • Experience leading multi-stakeholder workstreams and presenting to C-suite is a plus.
  • Strong analytical and strategic thinking with clear policy recommendations.
  • Excellent written and verbal communication for senior stakeholders.
  • Strong interpersonal skills and stakeholder management.
  • Resourceful, meticulous, self-driven with sound judgment.
  • Strong programme and project management with end-to-end delivery.

Responsibilities

  • Lead planning of healthcare capacity and optimise capacity across hospitals and polyclinics.
  • Assess infrastructure proposals and drive cost-effective improvements.
  • Oversee planning and development of public healthcare facilities and secure approvals.
  • Align stakeholders and represent MOH in infrastructure planning engagements.
  • Oversee divisional budgets, financial reporting, fixed assets, and audit follow-ups.

What the role is:

To lead the strategic planning and integration of public healthcare infrastructure by projecting long‑term capacity needs, reviewing concept and development proposals, safeguarding land, securing resources, and formulating infrastructure policies and resilience measures to support accessible, sustainable and affordable healthcare services. You will be working in a fast‑paced and dynamic environment that would require the ability to manage multiple priorities and stakeholders at the same time.


What you will be working on:
  • You will lead the planning of healthcare capacity needs, maintain the facilities and land pipeline, safeguard suitable sites, and optimise existing capacity across hospitals and polyclinics.
  • In support of these plans, you will assess infrastructure proposals, develop planning and resilience standards, and drive cost‑effective improvements.
  • You will also oversee the planning and development of public healthcare facilities, secure approvals and funding, monitor progress, and resolve implementation issues.
  • You will align stakeholders, assess cross‑sector interdependencies and trade‑offs, and represent MOH in infrastructure planning engagements.
  • To support effective delivery, you will also oversee divisional budgets, financial reporting, fixed assets and timely follow‑up on audit matters.

What we are looking for:
  • A good degree in a relevant discipline, such as planning, architecture, engineering, real estate, estate management, business administration or a related field.
  • At least 7 years of relevant experience in infrastructure planning, policy, development planning, project development or a related field.
  • Experience in healthcare infrastructure, public‑sector planning, building project management or project development would be an advantage.
  • Experience leading complex multi‑stakeholder workstreams and presenting recommendations to C‑suite would be an advantage.
  • Strong analytical, strategic thinking and problem‑solving capabilities, with the ability to translate complex issues into clear planning and policy recommendations.
  • Effective written and verbal communication skills, including the ability to present planning considerations and recommendations clearly to senior stakeholders.
  • Strong interpersonal and stakeholder management skills, with the ability to build consensus and foster collaboration across organisational boundaries.
  • Resourceful, meticulous and self‑driven, with sound judgement and the ability to lead multi‑stakeholder workstreams effectively.
  • Strong programme and project management skills, with the ability to balance multiple priorities, drive work from conceptualisation to implementation, and people manage.
